There are certain special facilities for foreign-plated vehicles of persons retired from abroad. However, the idea "I am retired, so my vehicle can stay four years" is not sufficient on its own. The nature of the retirement, the content of the document, in whose name the vehicle is registered, the provision applied at first entry and a timely application for extension of the period are assessed together. [1, 2, 3]
Two situations in particular must be distinguished: a retiree resident abroad bringing his or her own vehicle under the tourist facilities, and a foreign retiree holding a temporary residence permit in Türkiye benefiting from the special temporary registration regime. The same document and period regime does not apply to every foreign retiree, Turkish citizen or Blue Card holder.
Which retirement allows these facilities to be used?
For customs purposes, retirement is not merely reaching a certain age or receiving a regular income. In the Ministry of Trade's explanation, the basis is a retirement document issued by the public social security institution of the relevant country in connection with employment. Old-age, widow's or orphan's pensions granted without being tied to employment, and documents of private insurance companies or individual pension systems, are not among the documents accepted for these facilities. [3]
With the amendment dated 14 August 2026, the definition of the retirement document in the Communiqué was also set within the framework of a foreign social security document tied to employment and its approved Turkish translation. A Turkish translation approved by an embassy, a consulate or a notary must be prepared for the document. A foreign retirement card may also be accepted if it shows the necessary qualities and is submitted in this way. [3, 4]
Retirement on grounds of disability or early retirement is considered within the scope if it meets the relevant conditions. However, the start of the entitlement, the validity of the document and whether the retirement is time-limited must be clearly visible in the document. An account statement showing only that a payment has arrived in a bank account does not always establish the legal nature of the retirement decision.
Merely being retired from Türkiye is not the same as the special facility granted to those retired from abroad. Such a person may benefit from the general temporary vehicle entry regime if the other conditions are met; however, the foreign-retiree exception must be proved separately. Where the same person receives income from more than one country, it must be determined which document shows the qualifying retirement.
Is the 185-day condition required at the first vehicle entry?
In the general tourist vehicle entry, genuine residence abroad and presence abroad for at least 185 days within the one year preceding entry are important. The Communiqué grants an exception to this 185-day presence condition for the personal vehicles that persons retired from abroad bring for the first time after the date of their retirement. [1, 2]
This facility relates to the first vehicle entry after the date of retirement. It does not mean the person's first arrival in Türkiye in his or her life; nor should it be interpreted as an exception that arises anew without limit at every change of vehicle. The entry and retirement dates and the earlier vehicle records must be examined together.
The exception regarding the numerical 185-day condition does not replace the foreign retirement document or the other conditions of the applicable regime. The person's status, the foreign registration and registered ownership of the vehicle, its insurance and the right of stay in Türkiye are still assessed. Placing the retirement document in the file at the first entry makes it easier to carry out later extension procedures smoothly.
How are 730 days and the additional period applied?
Article 20/1-c-3 of Decision No. 2009/15481 regulates a two-year period for the personal vehicles of retirees from abroad who are resident abroad. In the Communiqué, the relevant tourist vehicle period is expressed as 730 days. For foreign retirees from abroad who hold a residence permit in Türkiye, Article 20/1-c-4 of the Decision takes the duration of the residence permit as the basis. [1, 2]
Article 19/8 of the Decision allows the periods in the same sub-paragraphs to be granted again after the end of the period, provided that application is made before the relevant periods are completed. Thus, for a two-year tourist entry that meets the conditions, an additional two-year period may come into question. This does not mean that four years are granted in advance at the first border entry in every case. [2, 3]
| Situation | Basic element to check | Point to note as to the result |
|---|---|---|
| Foreign retiree resident abroad, or retiree who is a Turkish citizen | Suitable foreign retirement document and vehicle record | Two-year period and conditional extension under the relevant tourist regime |
| Foreign retiree holding a residence permit in Türkiye | Duration of the residence permit and the chosen vehicle regime | A fixed four years is not calculated without regard to the residence permit |
| Time-limited disability retirement | Last validity date of the retirement document | The extension cannot exceed the document's period |
| Leased vehicle or vehicle registered in a company's name | The vehicle's owner information and the special entry category | The condition that the vehicle be registered in one's own name is not disregarded |
| Vehicle that came in under the one-month special entry right | The provision applied at entry, Article 20/1-c-6 | The usual two-year retiree extension is not assumed |
The last date recorded at customs must be taken as the basis. The vehicle permit to be granted cannot be longer than the period for which the person may lawfully stay in Türkiye. For this reason, it should not be accepted that a foreign retiree without a residence permit may stay two years on the basis of the retirement document alone. The residence permit, the time-limited retirement document and the vehicle permit period may end on different dates. In assessing the application, it is not correct to pick only the longest of these dates. [1, 5]
When and where is the period extension requested?
According to the Ministry's explanation, the application, subject to force majeure and unforeseen circumstances, must be made within the last three months before the end of the temporary import permit period. A person who meets the conditions does not first have to take the vehicle out of the country for this extension; application may be made to the nearest customs directorate. [3]
The three-month period does not mean that one must wait until the last moment to begin preparations. Obtaining the retirement document, and translation and approval procedures, can be completed earlier. The date on which the application will be made must be calculated from the end of the vehicle's current permit.
The application file should contain the vehicle registration document, the person's identity and travel document, the entry and tracking record, a suitable retirement document and its approved translation, and, where necessary, the residence permit. If there is an earlier extension or change of record, the decisions on these should also be attached. The petition should clearly show the end of the current permit and the provision on which the extension is requested.
The record showing that the application was received should be kept; the decision issued later and the new end date should be checked. Filing the petition is not proof that the application has been accepted or that the period has been extended automatically in the system. For applications close to the deadline, the status of the transaction should be actively monitored.
What happens if no retirement document was submitted at entry?
A person may already have been retired from abroad on the date of entry without having submitted the document. The Ministry's explanation accepts the possibility of extension, taking into account that retirement before entry is later documented and that the vehicle was not brought in under the one-month special entry provision. For this reason, the mere absence of a retirement document in the record does not in every case mean that the right is definitively lost. [1, 3]
In the application, the date of the retirement decision should be compared with the date the vehicle entered Türkiye. A document issued later may show a retirement that began on an earlier date; this must be clearly understood. A statement that "I am retired today" alone does not prove the position at entry.
If the person retired from abroad while in Türkiye with the vehicle, the situation is different. The Ministry explains that a person who brought a vehicle on the 185-day condition, obtained the 730-day period and acquired the right to retirement from abroad during this period may benefit from the arrangement if he or she submits the necessary documents within the last three-month application period. [3]
If the vehicle was brought by proxy, what can the retired owner do?
A vehicle registered in the retired person's name may have been brought by proxy by another person resident abroad. In this case, if the permit record at customs was opened in the name of the proxy, the record position must be addressed separately for the retired owner to be able to use the special extension possibility.
According to the Ministry's explanation, the retired owner may apply for the vehicle record to be taken in his or her own name; if the relevant conditions are met on the date of application, the record is made over the remaining period. Transferring the record to the retired owner does not start a brand new 730 days from that date. The additional period is assessed separately by a suitable application made before the remaining period is completed. [3]
This transaction should not be confused with a transfer of ownership. The vehicle is already registered in the retired person's name; what is changed is the entitlement to the permit at customs and the tracking record. The stages at which the owner, the person who brought the vehicle and the representative who will carry out the transaction must act together should be determined in advance. The general conditions for proxy and company vehicles are explained in the G05 article.
The special temporary registration regime for foreign retirees
Foreign retirees from abroad who hold a temporary residence permit in Türkiye may, if they meet the conditions, bring a vehicle under a temporary entry carnet or form for foreign vehicles. This route has document, guarantee and temporary traffic registration elements in Türkiye. It is not the same file flow as a vehicle used on its foreign plate under the tourist facility. [1, 5]
The Ministry states that, for the persons who may benefit from this special possibility by reason of retirement, dual-national Turkish citizens and Blue Card holders are outside the scope. This explanation does not mean that these persons can under no condition bring a foreign-plated vehicle; temporary tourist import and other suitable routes are assessed separately. The special provisions that Blue Card holders may use for work or study should also not be confused with retirement as a ground. [5]
Within YTGGK/YTGGF, the vehicle's period is determined together with the residence document and the regime's own conditions. The persons who may use the vehicle and the entries in the temporary traffic registration certificate are also assessed according to this regime. The user list for tourist vehicles, or the condition relating to a relative's residence abroad, should not be carried over unquestioned to the special temporary registration regime. [1]
Exit, re-entry and a new period within the term
A person retired from abroad may leave the country with the vehicle without using the whole of the permit granted. The Communiqué grants an exception to the 185-day presence condition on re-entry with the vehicle in order to use the remaining period, provided that this is within the permit period. Here, using the remaining permit must be distinguished from a request for a new full period. [1]
After the additional periods have also been used up, the condition of residence abroad must be met again in order to benefit from the same facility once more. The Ministry's explanation on retirees' vehicles also requires that the person has not entered Türkiye for at least 185 days from leaving with the vehicle. This special condition for a new period should not be reduced to the same sentence as the moving one-year day count in general residence. [2, 3]
Buying a new vehicle, bringing a vehicle in a spouse's name or giving a power of attorney to another person also does not automatically correct the person's own conditions. The movements of the person and of the vehicle must be examined as separate records. The effect on the special new-period calculation of short visits to Türkiye by air should also be taken into account in planning.
If the person leaves the country while the vehicle remains in Türkiye, separate notification and use obligations arise. That the vehicle has been left in a private car park or that the retiree extension has been used does not remove these obligations. The undertaking not to use the vehicle and the options of delivery to customs should be assessed according to the specific plan. [1, 5]
Late application, rejection and other practical problems
An application after the period has expired raises the problem of not having used the ordinary extension route in time. If force majeure or an unforeseen circumstance is asserted, it should be examined whether the event occurred within the permit period, its effect on the application and its proof by official documents. It cannot be said that every medical report or travel difficulty is sufficient by itself. [1, 3]
In case of rejection, the reasoned decision and the date of notification should be obtained. Is the problem the nature of the document, the ownership of the vehicle, the timing of the application, the period of residence, or the earlier entry category? A remediable document deficiency is not the same as the absence of a substantive condition. The application and lawsuit time limits must be monitored separately while correspondence with the administration continues. If there is also a penalty or detention, the separate transaction approach in the G07 article should be applied.
The extension of the customs period does not mean that insurance and the roadworthiness inspection are also extended. The inspection of a foreign-registered vehicle is assessed under the rules of the country where it is registered. The Ministry expressly states that this matter lies outside customs legislation. The policy, the foreign registration and the technical conformity documents should be kept up to date. [3]
Conclusion
For vehicles of persons retired from abroad, correct planning begins with the nature of the retirement document. The special condition at first entry, the person entitled in respect of the vehicle, the end of the current permit and the last three-month application period must be checked together. The additional period does not remove obligations of residence and use in Türkiye; the residence conditions required for a new period should also be taken into account in advance.

Frequently Asked Questions
Is merely being retired from Türkiye enough for the special vehicle extension?
For the special facility concerning retirees from abroad, a suitable foreign retirement status must be documented. Retirement from Türkiye does not by itself provide this special status; the general vehicle entry conditions may be assessed separately. [1, 3]
Is an individual pension or widow's pension document accepted?
The Ministry does not count documents of private insurance and individual pension systems, or old-age, widow's and orphan's pensions granted without being tied to employment, among the accepted documents. The right on which the document is based must be examined. [3]
Is 185 days required at the first vehicle entry after retirement?
The Communiqué grants an exception to this presence condition for the personal vehicle brought for the first time after retirement. A suitable retirement document and the other conditions of the regime are still required. [1]
Does the two-year period automatically become four years?
No. The necessary conditions must be met and the application must be made before the relevant period ends. The period that may be granted on account of residence or a time-limited retirement document may be shorter. [2, 3]
Must the vehicle first be taken out of the country for the extension?
A person who meets the conditions may apply to the nearest customs directorate without taking the vehicle out of the country. The ordinary application period is the last three months before the end of the permit. [3]
I did not submit the retirement document at entry; can I submit it later?
This possibility may be considered if it is documented that retirement existed before entry and the other conditions, including the entry category, are met. The one-month special entry right is not treated as the same extension route. [3]
When a record opened in the proxy's name is transferred to the retired owner, does a new 730 days begin?
No. The Ministry's explanation provides for the record to be made over the remaining period. Later application and conditions for the additional period are assessed separately. [3]
Can a retired Blue Card holder use the YTGGK/YTGGF route?
The Ministry states that Blue Card holders are outside the scope of this special regime on the ground of retirement. This does not mean that they cannot benefit from temporary tourist vehicle entry if they meet the conditions. [5]
