Bringing an electronic product purchased abroad into Türkiye and being able to use it on a mobile network are separate procedures. For personal effects carried by a traveler, the product and quantity conditions apply; for a mobile phone, the one-device-per-three-calendar-years entitlement and IMEI registration are assessed in addition. Paying the fee does not by itself complete the registration. The period of use without registration and the registration application period tied to the entry document are also different. [1, 2]
This article explains the main issues for travelers who bring a device for their own use and for foreigners who will stay in Türkiye temporarily or permanently. It does not cover all product safety and technical conformity obligations that apply to commercial import of electronics.
How does the personal electronic effects exemption apply?
The Annex-9 list of Decision No. 2009/15481 regulates certain electronic products as personal effects. The list provides for one laptop or PC and its specified accessories, and separate quantities for cameras, video cameras and some other devices. A mobile phone has its own particular conditions. Therefore, a decision cannot be made by looking only at the total value of everything in the suitcase. [1, 3]
| Product or situation | First check | Possibility of a separate procedure |
|---|---|---|
| Personal laptop | Scope of Annex-9 and quantity | Communications registration for a model with an IMEI |
| Camera and video camera | Product and quantity stated in the list | Nature of additional equipment and purpose of use |
| Phone carried by the traveler | Personal use and three calendar years | Fee, IMEI registration, line matching |
| Several new devices | Ownership, need, quantity and commercial purpose | Non-exempt or commercial import procedure |
| Phone purchased and sent by cargo | Special restriction on the shipping route | No solution through the traveler's registration entitlement |
A personal computer used for work and the products a company will deliver in Türkiye for sale should not be treated as falling within the same scope. Opening a device's box or logging in to your account does not by itself settle its character as a personal effect. The transaction is assessed according to the actual purpose of use.
What is the three-calendar-year rule for bringing a phone?
Under the general traveler practice, a mobile phone is regulated on the conditions that it be used with lines registered to the traveler's ID number and that it be one device per three calendar years; special provisions for members of foreign missions are reserved. A phone should not be regarded as an item that creates a second duty-free entry entitlement by being added to the 430-euro gift allowance. [1, 3]
The Information and Communication Technologies Authority (BTK) explains that there is no new registration entitlement in the year of registration and the following two years, and that the entitlement may arise again in the subsequent calendar year. The suitability of the entry record and of any previously used document is also checked. Querying the registration entitlement through e-Devlet before buying is more reliable than relying on an approximate year calculation. [2]
Carrying a new phone together with an old phone registered in Türkiye
The position of a device already registered in Türkiye that the traveler took along when leaving, and of a new device purchased abroad, should be explained separately. The IMEI and ownership records of the old device make this distinction easier. Having two phones in a bag does not in every case mean two new devices are being imported; however, this also does not create an entitlement to bring two new phones.
In an inspection, the invoice, device model and IMEI numbers should be presented together. If the carrying of a family member's device is involved, the true owner of the device and the travel relationship should be explained; it should not be assumed that registration can later be made using someone else's entry document.
120 days, 365 days and 180 days are not the same period
The current e-Devlet explanation separates a maximum of 120 days of use of an unregistered device from its first use from the 365-day registration application period from entry into the country. Because some general BTK explanations express the 120 days as running from the entry date, the system record and the closing date notified for the specific device should be checked. Different official descriptions of the period should not be silently merged in calculating it. [2, 4]
| Period | Related procedure | Result |
|---|---|---|
| 120 days | General network use without registration | Communication may be restricted when the period of use ends |
| 365 days | Registration application tied to the entry document | The suitability of the entry is also separately required for registration |
| Three calendar years | A person's entitlement to bring and register a device again | Each trip does not create a new entitlement |
| Maximum 180 days | Persons resident abroad who meet the conditions | Special temporary-use extension granted on application |
For Turkish citizens resident abroad and persons within the scope of the relevant Blue Card (Mavi Kart), use of up to a maximum of 180 days has been provided for, limited to a single IMEI and in additional periods of 30 days each. The application depends on checks of residence and of presence in Türkiye. It is not a general period that every foreign tourist or person resident in Türkiye automatically benefits from. [5]
A temporary-use extension does not replace permanent IMEI registration. A phone continuing to work for a while longer does not mean that a new device registration entitlement has been gained or that the customs treatment has changed.
In what order is IMEI registration completed?
The person should first query their own registration entitlement and the eligible entry, check the device's actual IMEI number, pay the relevant fee, and complete the e-Devlet registration application through to final confirmation. Afterward, the application result and the device's registration status should be queried. A payment receipt and a completed registration are not the same document. [2]
In the Ministry of Trade's 2026 explanation, the fee for permission to use a phone brought along by a traveler is stated as TL 54,258. This annual amount should be checked against the official assessment on the date of payment. The 2020 fee figure that remains on some BTK pages should not be used as the current amount. [1, 6]
Consistency is required among the registrant's identity, the entry document, the IMEI and the owner of the line in use. For devices with dual SIM or more than one IMEI, the information belonging to the same physical device must be entered correctly. Using another device's number or altering the number does not resolve a registration problem lawfully.
If a system error appears after payment, the receipt, the application screen and the error message should be kept. Before making a new payment, it should be checked for which person and IMEI the earlier payment was processed. A refund or correction is carried out under the procedure of the relevant institution according to the nature of the error; it should not be assumed to be completed automatically.
Foreigners and persons staying in Türkiye for a short period
Registration is possible for persons who hold a foreign identification number and can carry out transactions through e-Devlet. The application method may differ for special statuses such as holders of diplomatic documents. Holding a foreign passport does not by itself provide a right to bring an unlimited number of devices or to use them without registration. [2]
A person coming for a short visit should assess the length of stay together with their network usage situation. The conditions of using the device through the roaming service of their own foreign operator and through a line obtained in Türkiye should not be assumed to be the same. Questions about line activation, device registration and the residence permit may relate to different institutions and procedures.
The special extension granted for residence abroad is not acquired merely by being a foreign national. The scope of persons shown on the application screen and the residence information in the official records should be checked. If there is a discrepancy in name or number between documents, it is useful to resolve this before applying.
Is separate registration required for computers and other devices?
The IMEI is the electronic identity information that identifies a device in mobile communications. For this reason, it would not be correct to treat an ordinary Wi-Fi computer and a device with an IMEI that connects to a mobile network in the same way. BTK's registration explanations are directed at devices carrying electronic identity information. It should not be concluded that a phone registration fee is automatically required for every computer. [2]
This can be determined from the product's technical specifications, the invoice and the model documentation. If registration is thought to be needed, the correct device type and procedure should be verified through BTK. Having been processed as a personal effect at customs does not show that all the conditions relating to electronic communications have been met.
For other electronic products outside the exemption, the product class, value, quantity and import conditions matter. The general traveler tax calculation should not be applied directly to a phone or to a product subject to a special restriction. Whether there are product-specific banderoles and other financial obligations should also be checked.
Ordering a phone by cargo and the return of a forgotten phone
It should not be assumed that buying a phone from abroad through postal or express cargo and bringing it in can be resolved by paying the tax or by making a traveler registration afterward. The Ministry explains that bringing in a mobile phone by this method is not permitted. [7]
The return of a phone whose IMEI is registered in Türkiye and which was left abroad during a trip is a separate situation. The Ministry's explanation sets out conditions of shipment within one month before or three months after the traveler's arrival and of confirmation of the registered IMEI. This exception cannot be applied to every newly purchased phone. [7]
In the shipment, the owner of the device, the earlier registration status and the travel documents should be clearly matched. An invoice describing the shipment as a "gift" does not change the actual nature of the phone or the restriction on its route of entry.
Which evidence matters in an inspection or penalty situation?
In the customs file, the model, quantity, value and manner of arrival of the device matter; in the BTK file, the IMEI, registration entitlement, entry and line information matter. These two files may be linked, but a favorable record in one does not automatically remove a problem in the other.
In its decision of October 17, 2023, E. 2021/4611, K. 2023/8971, the 7th Criminal Chamber of the Court of Cassation (Yargıtay 7. Ceza Dairesi) reversed the convictions after evaluating the personal-use explanation, the connection among the defendants and the opportunity to make statements. The decision cannot be read as widening the current exemption limit or as a permit freeing two new phones for everyone. [8]
The same Chamber's decision of December 28, 2020, E. 2017/135, K. 2020/19831, examines a different event concerning phones being registered to passports without the persons' knowledge. The registration appearing to have been completed does not by itself dispose of allegations of unlawful entry and commercialization. [9]
For an objection, the customs record and its notification, photographs of the device, the invoice, IMEI queries, the payment receipt, the e-Devlet application result and the entry record should be prepared together. The route of application is determined by whether the matter concerns a customs decision, a communications record or a judicial proceeding.
Conclusion
When bringing electronic goods, the product's customs status, the phone registration entitlement and the period of network use should be assessed together but under separate conditions. Querying the registration entitlement before buying, completing the procedure with the correct IMEI and keeping the documents reduce disputes that may arise later. The completion of one procedure does not mean that all other procedures have been completed.

Frequently Asked Questions
Can I use the 430-euro gift allowance for a phone?
A phone has its own traveler and registration conditions. The general gift limit cannot be used to create an entitlement to bring an additional phone.
Will tax necessarily be due because the computer is expensive?
Price alone is not a sufficient criterion. The scope of personal effects under Annex-9, the product and quantity conditions, and the purpose of use are examined.
Can I bring one phone every year?
The general rule is one device per three calendar years. Your previous entry and registration information should be checked through e-Devlet.
Does my registration entitlement end immediately after 120 days?
The 365-day period tied to the entry document for use without registration and for the registration application is different. Even if the device has been blocked, eligibility for the application is examined separately.
Can everyone benefit from the 180-day right of use?
No. This special extension applies on application to Turkish citizens resident abroad who meet the conditions and to persons within the scope of the relevant Blue Card (Mavi Kart).
I paid the fee; is the registration complete?
No. The e-Devlet application must be completed through to final confirmation and the result must be queried.
What is the 2026 phone registration fee?
The Ministry's 2026 explanation states TL 54,258. The amount in the official payment system on the day of the transaction and the correct fee type should be checked.
Can I use someone else's passport registration entitlement?
The registration entitlement should not be used as a right that can be transferred to another person. Identity, entry, device and line conditions are all required together.
Can I activate a new phone that arrived by cargo with a traveler registration?
The restriction on buying a phone through postal or express cargo cannot be overcome with the traveler registration entitlement. The return of a forgotten device registered beforehand is subject to separate conditions.
Does IMEI registration solve all customs problems?
No. The communications record does not replace customs review of the device's entry or of any possible penalties.
