Summary

V84 conditional entry: the 2025 announcement, the former ten-day application condition, entry ban tables and ways to re-enter. How are existing records reviewed?

V84 conditional entry was a practice under which certain foreign nationals were admitted to Türkiye on condition that they applied for a residence permit within ten days. However, an institutional announcement dated 2025 states that the V84 residence-conditional entry practice ended on 1 February 2025. For this reason, paying the fine, leaving the country and returning the next day on a V84 cannot be described as a current right open to everyone. [K1]

This change does not mean that all legal effects of a V84 record issued in the past were automatically erased. The nature of the former record, whether the ten-day application condition was met, any entry ban and the new visa conditions must each be assessed separately. Whether a current travel plan is lawful and whether a past procedure was lawful are different questions.

What changed in the V84 conditional entry practice?

The announcement published on 10 February 2025 by Istanbul Nişantaşı University, under the heading of a Presidency of Migration Management announcement, in Turkish and English, states that the V84 residence-conditional entry practice ended on 1 February 2025. The announcement also provides information on the re-entry of foreign nationals who have used up the relevant visa or visa-exemption period, and on the special visa with explanatory notes for the purpose of travel. [K1]

This source is an institutional announcement that relays an administrative practice change; it is not itself the text of a law or regulation. Therefore, the statement "the V84 provision of Law No. 6458 has been repealed" cannot be used. Nor is it a sound starting point to assume that the law contains an independent type of permit named V84.

At the time of review, the full text of the central administrative act announcing the change could not be obtained for this work. This limit should not be hidden, and the practical consequence must be stated clearly: booking a ticket or planning a short exit based on the old conditional entry description is not a sound legal assessment. The person's current admission conditions should be checked with the relevant foreign representation and the migration unit.

Is the 2020 statement the same regulation as the 2025 announcement?

No. The Presidency of Migration Management's statement of 9 June 2020 deals with the groups and durations of entry bans applied for violations of lawful stay. That text also includes foreign nationals who were admitted on condition of applying for a residence permit within ten days but did not apply. From the content of that text alone, the conclusion "V84 was entirely abolished on 9 June 2020" cannot be drawn. [K2]

The 2025 announcement, by contrast, states that the conditional entry practice ended. When the subject matter and dates of the sources are kept apart, the differing accounts of dates found across the internet can be assessed more soundly. An old entry-ban file may relate to the conditions of the 2020 statement; a new travel plan, however, is separately subject to the current admission regime.

What is the difference between conditional entry, deportation and entry ban?

A deportation decision is an act concerning the removal of a foreign national from Türkiye. An entry ban affects later admission. Conditional entry refers to the practice of being admitted under specific conditions. Calling all of these concepts "deportation" makes it unclear which act needs to be removed. The legal framework for deportation decisions is discussed in the article deportation decision.

The date on which a V84 record was made, and the announcement under which it was entered, matter. A record may reflect conditional admission, or an assessment that the condition was not met. Without seeing any separate entry ban, its duration and its legal basis, no firm conclusion should be drawn from the record code alone.

Under Article 9 of Law No. 6458 on Foreigners and International Protection, the period of an entry ban is, as a rule, at most five years. In case of a serious threat to public order or public security, a further extension of at most ten years is provided for. This provision does not mean that every V84 record is subject to a ban of five or fifteen years. A prior permission requirement is also not identical to a time-limited entry ban. The general framework of restriction records is discussed in the article restriction code and the lifting of an entry ban. [K3]

Where does one apply for V84 today?

Because the general V84 conditional entry is accepted as open, no independent online V84 application route applicable to everyone should be described. First, it is determined whether the person wants a new visa, the lifting of an existing restriction, or the correction of a past application record.

A person wishing to come to Türkiye from abroad learns the visa conditions suited to their purpose of travel and nationality from the relevant Turkish foreign representation. Where a prior permission or a visa with explanatory notes is required, the necessary administrative assessment is carried out separately. Having visa exemption does not by itself lift an existing entry ban or a prior permission requirement. [K3; K4]

A request to correct a past V84 record or an entry ban must be addressed to the competent authority that carried out the procedure, identifying the legal basis of the record. A residence application, however, is subject to its own procedure. That these three applications are directed to different institutions and serve different purposes shows that none of them replaces the others.

Which documents should be in the file?

The documents depend on the purpose of the application. To review a past conditional entry file, the document issued at entry, the passport and the entry-exit records are important. To show that the condition was fulfilled, the residence application form, the application number, time information and the authority's processing records are important. For a new visa application, the current document list of the relevant foreign representation is the basis.

Document groupWhy it is needed
Current and past passportsTo match identity, document changes and travel periods
Entry-exit record and former conditional entry documentTo determine the start of the condition and the obligation notified to the person
Residence application form, application number and time of registrationTo show which step was taken within the deadline
Appointment, missing-document and refusal noticesTo distinguish the later stages of the application
Penalty assessment and payment receiptsTo confirm which debt the payment relates to
Restriction and entry ban decisionsTo determine the period, authority, grounds and route of application
Family, education, employment or medical treatment documentsTo specify the current purpose of travel or stay

As for passport validity, it is not sufficient to write a single rule that "at least six months" applies to everyone. Article 7 of Law No. 6458 contains the rule that a travel document must remain valid for at least sixty days beyond the end of the visa, visa-exemption or residence period; special provisions and the person's visa conditions are assessed separately. The minimum legal requirement must be kept distinct from the recommendations of the Ministry of Foreign Affairs. [K3; K4]

Health insurance, financial sufficiency, address and travel purpose documents also depend on the type of permit and on exceptions. A fixed ninety-day insurance requirement, a single bank amount, or the same accommodation document for every foreign national should not be presented as mandatory.

How is the ten-day period in a past V84 entry reviewed?

Where entry was made in the past on condition of applying for a residence permit within ten days, the review is based on the documents issued to the person and the dates in the records. "Applying within ten days" and "the residence card being printed within ten days" are not the same obligation. The date on which the application was validly made must be determined from concrete records.

The appointment date, the date the form was created in the system and the date the application was completed can all differ. A screenshot alone, or an appointment set for a later date, does not conclusively show that all conditions were met. The application number, the time of processing, the documents submitted and the authority's records are compared.

For example, where an application was made in time but the system records a violation, the application record is linked to the obligation at entry. Where there is a matching problem caused by a wrong passport number or a different spelling of the name, that error is explained separately. The authority's strong counter-argument may be that the application was only left as a draft or that a necessary step was not completed; for this reason, what was actually done must be documented.

Where there is a documented health impediment or a documented system problem, the link between the date and the period is made concrete. Raising such an excuse does not mean it will be accepted automatically in every file. Hospital records, a technical notice of the application problem and correspondence with the authority may contribute to the assessment of necessity and fault.

What happens if the deadline was missed or the residence application was refused?

Failure to comply with the former conditional entry obligation may matter for a new entry ban and for other migration procedures. However, it cannot be concluded that "if the ten days were missed, the person is deported on the same day in every case" or that "no legal remedy can be pursued any longer". The decision issued, the lawfulness of stay, personal exceptions and the notification are examined.

A refusal of a residence application is also not the same as no application having been made. An application may have been made in time and refused because the permit conditions were not met. In that case, the reasons for the refusal and any exit obligation are assessed separately. The refusal, the cancellation or non-extension decision and the notification of a later deportation decision are separate procedures. [K3]

The type of residence application also matters. For example, an extension application and the stay tied to it are not identical to each stage of a first application. Unlimited lawful stay or a right to work cannot be derived from an appointment record. The legal effect of an application is determined under its own provisions.

Are a visa violation and use of a visa outside its purpose the same?

Exceeding the period of a visa or visa exemption is a violation of the lawful stay period. Cancellation of a visa, or an allegation of activity outside the scope of the permit or of a forged document, may give rise to other legal grounds. Rather than placing these in a single "visa violation types" list that does not exist in law, the act and the provision on which it rests should be explained.

Holding a multiple-entry visa does not mean gaining a new and unlimited stay period at each entry. Frequent entries and exits are not in themselves a violation; the permitted period, the number of entries and the genuine purpose of travel are assessed. Holding a student document does not remove the need for a work permit; but it is also not correct that foreign students can never work under any condition. [K3; K4; K6]

These distinctions matter in a V84 file, because the person's problem may not be limited to the exhaustion of lawful stay days. Where there is an independent work, security or document ground, paying only the violation penalty does not end those proceedings.

How are entry ban periods assessed for a past conditional entry violation?

The Presidency of Migration Management's statement of 9 June 2020 distinguishes, in addition to the length of the violation, the form of departure, whether there was a prior determination, and the state of payment. The tables below show the conditional framework of that statement. They are not automatic calculations that replace a personal decision; the announcement date and the current procedures of the specific file must be considered together. [K2]

Table for voluntary departure and payment group

The official statement says that, for persons who arrive at the border gate on their own initiative without the violation having been determined by the administration and who make the required payment, with a violation of three months or more, the following periods apply:

Violation of lawful stayEntry ban stated in the announcement
3–6 months1 month
6 months–1 year3 months
1–2 years1 year
2–3 years2 years
More than 3 years5 years

For violations of less than three months, the statement provides that no ban is applied under the stated conditions of voluntary departure and payment, or under the specified conditions of invitation to leave. This does not mean that everyone who pays is entitled to re-enter the next day. Other obstacles and the visa or visa-exemption calculation continue to apply.

Table for the other group and the conditional entry obligation

The official statement places different situations in a second group, such as persons who do not make the required payment, certain cases of invitation to leave, persons who do not leave within the period, persons removed under police escort, and persons who do not comply with the ten-day residence application condition. The period table for the relevant group is as follows:

Violation of lawful stayEntry ban stated in the announcement
Up to 3 months3 months
3–6 months6 months
6 months–1 year1 year
1–2 years2 years
More than 2 years5 years

The boundary days where the ranges meet must be examined with the concrete start and end dates. The period of the violation, the basis of the procedure and the group into which the person falls must be determined; a firm result should not be given by looking only at the number of months. A violation of the former conditional entry obligation should also not be automatically placed in the ordinary voluntary departure group.

Does staying abroad for three months give everyone a right to re-enter?

The three-month statement in the 2025 institutional announcement relates to foreign nationals who have used up the stated visa or visa-exemption period. This wording should not be applied as a fixed waiting period for all nationalities and all stay statuses. Nationality, visa type, past stays and residence status may produce different results. [K1; K4]

The ceiling in Article 11 of Law No. 6458, under which no more than ninety days may be spent in any one hundred eighty days, does not mean that everyone is automatically entitled to a ninety-day visa. Some persons may have been granted shorter periods. Entering and leaving does not automatically reset the moving period count. If there is another entry ban, a three-month wait does not change the length of that ban. [K3]

For example, a person may have used up the lawful stay period, paid the penalty, and not be subject to any entry ban. Even so, these three facts do not show that all the conditions for a new entry are met. Whether a new visa or a suitable prior permission is required must be examined separately.

Visa with explanatory notes and legal remedy options

For a new entry, a visa suited to the purpose of travel and the necessary prior permission route may be considered. Applying for a visa with explanatory notes does not mean that the application will be accepted or that the existing restrictions will be removed. If an administrative record is wrong, a correction may be sought; if the basis act is unlawful, a suitable action for annulment may be available; if new conditions have arisen, a reasoned request for lifting or for a permit may come into question.

For administrative acts with no special time limit, the general period for bringing an action is sixty days. A timely application meeting the conditions of Article 11 of the Law No. 2577 on Administrative Procedure (İYUK) may suspend the period; after a refusal, the remaining period continues to run. Submitting a new petition for an old record does not in every case restart a litigation period that was missed in the past. [K5]

For a deportation decision, there is a special seven-day period from notification; for the fine, the general fifteen-day application period and the exceptions for jurisdiction are assessed separately. Where administrative detention applies, an application to the criminal judgeship of peace is available. These routes cannot be reduced to a single period and a single court under the name "V84 objection". Administrative detention challenges are examined separately in the article objection to a decision of administrative detention. [K3; K7]

The subsequent route against a first-instance decision also depends on the type of decision. There is no general "Supreme Administrative Court" application in Turkish administrative jurisprudence. The appeal and, where its conditions are met, the cassation provisions are examined; the specific finality rule in deportation proceedings is also taken into account. Where the application is conducted through counsel, the power of attorney and access to the file must be prepared in accordance with the relevant procedure.

Conclusion

Current information about V84 must distinguish the past ten-day conditional entry practice from the change announced in 2025. In old files, it is examined whether the application was made in time, the basis of the ban, and the payment records. For a new trip, the visa, the prior permission and the lawful stay calculation are checked separately. Paying a penalty, making a short exit or waiting three months does not by itself remove all entry obstacles.

Frequently Asked Questions

Can conditional entry with V84 be made in 2026?

The institutional announcement dated 2025 states that the V84 residence-conditional entry practice ended on 1 February 2025. The former practice should not be presented as a current and open entry right. The purpose of travel and the current admission conditions should be checked with the competent authorities.

If I pay the fine, can I return to Türkiye the next day?

Payment alone does not create such a right. The visa or visa-exemption period, the entry ban, prior permission and other admission conditions are examined separately.

Is my old V84 record deleted when the practice ended?

This result cannot be drawn automatically. The nature of the old record, the claim of a breach of the condition and any separate entry ban must be checked.

Was it required that the card be issued within ten days?

The condition under the former practice concerned the residence permit application. Printing and delivery of the card are different stages. However, it must be shown by records that the application was made in accordance with the procedure and in time.

Is booking an appointment within ten days always sufficient?

A definite answer cannot be given on this information alone. The form, the application number, the time of registration and the stages that had to be completed are examined. The appointment date and the application date must be kept apart.

Was the conditional entry period ten days, or fifteen to ninety days?

The ten days in the V84 context relate, under the former practice, to the condition of applying for a residence permit. The visa stay period, the period for an invitation to leave and the periods of other permits cannot be used in its place.

If my residence application was refused, is a visa with explanatory notes the only option?

No. The lawfulness of the refusal, any restriction or deportation decision, and the application periods are examined separately. A visa with explanatory notes is one of the routes that may be considered for a new entry; it does not replace all the other routes.

Why can I be turned back at the border even though the entry ban has expired?

There may be another restriction, a prior permission requirement, an unpaid public receivable, or a visa or passport condition. The end of a time-limited ban does not show that all admission conditions are met.

How many days does a V84 application or the correction of an old record take?

For the practice announced as ended, no current and open application period can be given. The correction of an old record and new visa and residence requests are different procedures. A statement that a "final result will come within a few working days" should not be used without concrete procedural and file information.

Is there a single fixed fine payable because of V84?

A fixed amount cannot be stated by reference to the code name alone. What penalty or fee was levied for which act, the amount applicable on the relevant date and the payment record are examined. A fee, an administrative fine and an entry ban are separate consequences.

Are conditional entry and visa exemption the same thing?

No. Visa exemption concerns travel without a prior visa under certain conditions. The former V84 practice concerned admission on condition of a residence application. In both cases, the admission conditions of the other country are also important.
