CRIMINAL LAW

Criminal Report and Complaint: Representation of Victims, Complainants and Intervening Parties

Preparing the criminal report, preserving evidence, following the investigation and exercising the rights of victims, complainants and intervening parties in the criminal case.

FROM APPLICATION TO DECISION

What procedures does victim representation cover?

Victim representation means exercising, through an attorney, the rights in the investigation and in the criminal trial of a person whose rights have been violated by an offense. In addition to preparing the complaint petition, it covers requests for evidence, protection needs, objections to prosecutor’s office decisions and, once the conditions are met, joining the public criminal action.

As Güneş & Güneş Law Firm, we assess together the time of the event, the right to file a complaint, the stage of the file and the existing records. We determine the priority steps and, within the scope of the matter we undertake, we follow the application, the hearing and the legal remedy process. We address requests concerning criminal liability and requests for compensation of the loss separately.

If there is an ongoing danger: In case of an urgent safety or health need, call 112. Waiting for a reply from the firm or for the preparation of documents should not delay an application for emergency help.

Information on protective and preventive measures

Who is this service suitable for?

  • Persons directly affected by an offense and their legal representatives
  • Complainants whose investigation is ongoing and persons harmed by an offense who wish to join a criminal case
  • Children, victims of violence or stalking, and persons with special support needs
  • Companies harmed by fraud, breach of trust or another act, and their authorized representatives
  • Foreign nationals and Turkish citizens living abroad who will file an application because of an event in Türkiye

SCOPE OF SERVICES

Legal support for criminal reports and victims’ rights

The work required for an initial application, an ongoing investigation or a criminal case that has been filed is determined according to the stage of the file.

Application and evidence

Criminal report and complaint

Examining the event, the right to apply and the time limit for filing a complaint; preparing a petition that brings together the account of the facts and the requests.

  • Organizing the event and the dates
  • Checking the competent authority and the time limit
  • Preparing the petition and its attachments
Review the scope and procedures: Criminal report and complaint

Legal assessment of the event

We examine the nature of the event under criminal law, the status of the parties and the act to which the application is directed. Non-performance of a contract or non-payment of a debt does not, by itself, always constitute an offense; for this reason, the criminal application is separated from the dispute over the receivable.

Applying to the prosecutor’s office or law enforcement

A report of or complaint about an offense may be made to the Office of the Chief Public Prosecutor (Cumhuriyet Başsavcılığı) or to law enforcement, in writing or orally to be recorded in a report. In the petition, the known events, the dates, the available evidence and the matters requested to be investigated are made specific; if the identity of the perpetrator is not known, this is stated.

Building the application file

We separate directly known events from hearsay and opinions. We link the attachments to the event and follow the delivery or application record and the file number. To apply, it is not necessary to know the statutory article of the offense or to collect all the evidence in advance.

Legal basis: 1, 2

Following the investigation

Monitoring developments in the prosecutor’s file, statement-taking procedures and requests for the collection of evidence; making incomplete inquiries specific.

  • File review and statements
  • Witness and investigation requests
  • Following decisions and notifications
Review the scope and procedures: Following the investigation

Reviewing the file and preparing for the statement

The subject of the application, earlier statements and the existing documents are assessed together. The rights to examine investigation documents and to obtain copies are exercised with regard to confidentiality and statutory restrictions. In preparing for the statement, the basis is that the person conveys what he or she remembers clearly and accurately.

Requests for evidence and investigation

It is explained what event the witnesses have knowledge of and to which date and procedure the requested records relate. Reasoned requests are prepared for an inquiry that appears incomplete; making a request does not mean that the relevant authority will accept every request.

Assessing investigation decisions

The effect on the file of acts such as a decision of lack of territorial jurisdiction, lack of subject-matter jurisdiction, joinder or severance, and the concluding decisions of the prosecutor’s office are followed. At the stages determined within the scope of the acceptance of the matter, the client is informed of the status of the file, the expected step and any additional information needed.

Legal basis: 1

Digital and physical evidence

Establishing the link between messages, bank transactions, camera footage and other records and the event; preparing suitable requests for records that may disappear.

  • Message and transaction records
  • Camera and witness information
  • Lawful preservation requests
Review the scope and procedures: Digital and physical evidence

Messages, accounts and electronic records

The whole message, the sending account, the date, the link address and, if available, the original file are assessed together. A single screenshot may not be enough in every event to prove identity or context, or that the content has not been altered; the necessary technical examination and official record requests are determined separately.

Bank, camera and institutional records

The date, amount and description of the transfer are identified; for cameras, the location, the approximate time range and the institution where the footage may be found. Because the retention period of records may vary, a timely application to preserve or obtain them is considered. An inquiry into account activity or an order for an asset measure is not a guarantee of collection.

How the evidence was obtained

It is important to preserve the originals of the existing records without changing them and to explain who obtained them, when and by what means. Accessing another person’s account without permission or creating a recording that violates private life may give rise to new legal and criminal problems. The specific circumstances should be assessed before any attempt to record.

Legal basis: 1, 2

Protection and representation

Violence and protection needs

In cases of threats, violence and stalking, assessing, in addition to the criminal application, the protective and preventive measures that concern personal safety.

  • Current safety need
  • Measure request and reporting of violations
  • Secure communication arrangement
Review the scope and procedures: Violence and protection needs

Criminal application and measure request

Investigating whether an act constitutes an offense and measures aimed at preventing violence serve different purposes. In events within the scope of Law No. 6284, suitable applications and measures are assessed; it is not necessary to wait for a conviction.

Scope and implementation of the measure

The scope of a prohibition on approaching, a prohibition on harassment through means of communication or other suitable measures is determined according to the circumstances of the event. The term and notification of an existing decision, allegations of violation and new events are assessed separately; the necessary notices or renewal requests are prepared.

Privacy and secure communication

Through which communication channel and at what time the person can be reached safely is discussed at the outset. Requests for protecting address or identity information are assessed in light of the concrete risk and the statutory conditions; it cannot be said that identity will be concealed automatically in all criminal files.

Legal basis: 1, 3

Child and vulnerable victims

Assessing representation, the appointment of an attorney, expert support and the conditions for taking statements in line with the victim’s age and needs.

  • Representation and conflict of interest
  • Statement given with an expert
  • Reducing secondary victimization
Review the scope and procedures: Child and vulnerable victims

Legal representation and the victim’s will

The child’s age, capacity to discern, conflict of interest with the legal representative and right to apply are assessed together. Where necessary, steps to secure suitable representation are addressed. A relative reporting the case and a procedural act valid on behalf of the victim are not the same in every case.

Statements in a private setting and expert support

The Code of Criminal Procedure provides for expert support in hearing certain victims and, where the conditions are met, for procedures for taking statements in a private setting. The scope of the Child Monitoring Center (Çocuk İzlem Merkezi) and forensic interview practices depends on the nature of the offense and the assessment of the competent authority; the same method is not applied to all victims.

Assessing repeated accounts and contact

Suitable procedural requests are prepared with regard to statements already taken and the victim’s needs. While the law takes as its basis that some victims are heard once, it reserves cases that are mandatory to establish the material truth. It cannot be guaranteed that the person will not be heard again or will not meet the defendant under any circumstances.

Legal basis: 1

Representing complainants and intervening parties

Preparing the request to join the criminal case; following the hearing, witnesses, experts and the statements on the merits within the scope of the representation undertaken.

  • Request to join and status
  • Hearing and assessment of evidence
  • Application against the reasoned decision
Review the scope and procedures: Representing complainants and intervening parties

Joining the public criminal action

We examine the relationship of having been harmed by the offense and the conditions for joining. The request may be made before the court of first instance renders its judgment, by petition or by an oral application recorded in the hearing minutes. The court decides on the request to join.

The hearing and the expert examination

The indictment, witness statements, forensic reports and expert assessments are reviewed together. Contradictions, needs for further investigation and grounds for objecting to the report are made specific. The attorney’s follow-up of the file does not by itself remove a summons to an act that the victim must attend in person.

Right to a legal remedy

Depending on the type of decision, the right to apply, and the date of notification and of the decision, the possibility of an objection, an appeal (istinaf) or an appeal to the Court of Cassation (temyiz) is assessed. Also taken into account are the situation in which the request to join was rejected or not decided, and the situation of having been harmed by the offense in a way that could give the status of intervening party.

Legal basis: 1

Decisions and follow-up of rights

Objection to a decision of non-prosecution

Examining the reasoning and notification of the prosecutor’s office decision; preparing a suitable objection based on incomplete inquiry, the event and the evidence.

  • Type of decision and time limit
  • Grounds of incomplete inquiry
  • Result of the objection and new evidence
Review the scope and procedures: Objection to a decision of non-prosecution

Two different prosecutor’s office decisions

A decision that there is no ground to conduct an investigation relates to the situations stated in the law, such as where it is clear without any need for inquiry that the act does not constitute an offense, or where the report remains abstract and general. A decision that there is no ground for prosecution is given, at the end of the investigation, for reasons such as the failure to obtain evidence that would amount to sufficient suspicion or the absence of a possibility of prosecution.

Preparing the objection

We review the decision, the notification documents and the file together. We present the events and evidence that may require a public criminal action to be filed, explaining why the inquiry alleged not to have been carried out is necessary. The time limit and the competent criminal judgeship of peace (sulh ceza hâkimliği) are checked according to the nature of the decision.

Rejection and new evidence

If the objection is rejected, the filing of a public criminal action concerning the same act is assessed under the conditions of new evidence and a criminal judgeship of peace decision set out in the law. It is not enough merely to rewrite the earlier allegations. Because rejection of the objection may give rise to an obligation to pay costs, this matter is also addressed together with the file.

Legal basis: 1

Reconciliation and withdrawal of the complaint

Assessing, before signing, the consequences of the offer, the performance and the declaration of withdrawal for the criminal file and for compensation rights.

  • Scope and free will
  • Payment or other performance
  • Loss of rights and conditions of performance
Review the scope and procedures: Reconciliation and withdrawal of the complaint

Suitability for reconciliation

Not every offense falls within reconciliation. The nature of the offense, offenses committed together and the transitional provisions of amendments are examined. Reconciliation (uzlaştırma) in criminal proceedings differs from mediation in civil disputes; discussing an offer does not mean that a reconciliation has been reached.

Consequences of the reconciliation document

The type and amount of the performance, the date of performance, the installment conditions and the scope of the loss are clarified. The stage of the investigation or prosecution and whether the performance is made immediately or in the future matter for the decision to be given. The other side’s promise to pay is not treated as payment actually made.

Withdrawal and personal rights

Withdrawal of the complaint, reconciliation and waiver of personal rights are separate acts. A conclusion is not drawn from the title of a document alone; all the declarations it contains and whether the offense depends on a complaint are examined together. The options are explained so that no signature is given under pressure or without knowing the consequences.

Legal basis: 1, 2

Compensation of loss and related claims

Assessing, alongside the criminal file, claims for the return of property, pecuniary and non-pecuniary damages or receivables in terms of basis, evidence and time limits.

  • Loss items and documents
  • Return and compensation routes
  • Following related files
Review the scope and procedures: Compensation of loss and related claims

Identifying the loss and the person entitled to claim

Items such as financial loss, treatment costs, loss of income or violation of personality rights are identified according to the specifics of the event. The person’s own loss is separated from the loss of a company or another relative; the person entitled to claim and the suitable route are examined.

The criminal file and the private law route

A criminal investigation does not by itself perform all the functions of a damages action or enforcement proceedings. The competent authority, the conditions for bringing an action, the time limits and the relationship of the evidence are examined separately. It is not assumed that waiting for the result of the criminal case will protect the other time limits in every case.

Return, payment and closing the matter

The request for return, any payment made and, if any, the effect of a reconciliation or waiver document are assessed together. At the end of the matter undertaken, the client is informed of the status of the decision, the steps that remain open and the routes that require separate authorization. A criminal complaint does not guarantee that the money will be recovered or that a particular penalty will be imposed.

Legal basis: 1, 2

RIGHTS AND TIME LIMITS

Differences between victim, complainant and intervening party

The right to apply and the steps that can be taken vary according to the person’s status and the stage of the file. The same person may hold more than one status in the course of the proceedings.

Victim

The person whose right or legal interest protected by the offense is directly violated. The protection of the victim and the procedural rights are determined according to the offense and the person’s situation.

Complainant

The person who applies with the status of one filing a complaint. A report, by contrast, is the notification of an allegation of an offense to the competent authority; not every person who reports is a victim or entitled to join the case.

Person harmed by the offense

The status used in assessing directly related harm from the act and entitlement to rights. In addition to natural persons, companies and other legal entities may also act with this status when the conditions are met.

Intervening party (katılan)

The person whose request to join a public criminal action that has been filed has been accepted by the court. Filing a complaint with the prosecutor’s office does not by itself give the status of intervening party in the criminal case.

The complaint time limit is not the same for all offenses

For offenses that depend on a complaint, the general time limit is six months. Provided that the statute of limitations has not expired, the period starts on the day on which the rights holder knows or learns of the act and of who the perpetrator is. This rule does not apply directly to offenses that are investigated ex officio. For insult that depends on a complaint, there is in addition a two-year upper limit from the act; for files that had reached the investigation or prosecution stage on November 14, 2024, the transitional provision is taken into account.

Legal basis: 2, 1

The date of notification matters in objecting to a non-prosecution decision

Against a decision that there is no ground for prosecution, the current time limit for objection is two weeks from notification. This rule applies to decisions given on or after June 1, 2024; the transitional provision for earlier decisions is separate. A period set in weeks ends at the close of working hours on the day of the last week that corresponds by name to the day of notification; if the last day is a holiday, the following day is taken as the basis. The validity of the notification and the rules on electronic notification are checked separately in the file.

Legal basis: 1

Joining and the right to a legal remedy are examined together

The request to join must be made in the first-instance proceedings until judgment is rendered. The intervening party may apply for a legal remedy independently of the prosecutor. The law also regulates, with regard to the right to apply, persons whose request to join was rejected or not decided and persons harmed by the offense in a way that could give them the status of intervening party. Which route is open is determined by the type of decision and the statutory conditions.

Legal basis: 1

Reconciliation may affect the claim for compensation

When a reconciliation is reached, except for losses that could not be identified at the time of the reconciliation or that arise later, no action for damages can be brought on account of the offense under investigation; an action already filed is deemed to have been waived. Agreeing to discuss an offer and reaching a reconciliation are different. The scope of the document, the performance of the obligation and the stage of the file should be assessed before signing.

Legal basis: 1

Withdrawing a complaint does not end every file

In offenses investigated ex officio, withdrawal does not, as a rule, stop the proceedings. In offenses that depend on a complaint, the special provisions of the offense, the defendant’s acceptance and the stage of finality matter. Declaring separately a waiver of personal rights may also affect the route of compensation; “I am withdrawing my complaint” and the waiver of every kind of right are not assessed as having the same scope.

Legal basis: 2

The appointment of an attorney has conditions

A victim who has no representative may request the appointment of an attorney by the bar association in cases of sexual assault, sexual abuse of children, stalking, intentional injury committed against a woman, torture or ill-treatment, and offenses whose lower limit of punishment is imprisonment of more than five years. If a victim who is under 18 years of age, deaf or mute, or has a disability to such a degree that he or she cannot express himself or herself has no representative, an attorney is appointed without any request. This procedure is separate from a fee agreement made with a firm chosen privately.

Legal basis: 1

Is it necessary to wait for the result of the criminal case to apply for protection?

Law No. 6284 may be applied to women, children, family members and victims of one-sided persistent stalking who are subjected to violence or are at risk of being subjected to it. No evidence or document showing that violence was carried out is required for a protective measure decision. The granting of a preventive measure also cannot be delayed in a way that would endanger the purpose of the Law.

Legal basis: 3

OUR APPROACH

How do we handle the file in victim representation?

We establish the relationship between the account of the event, the dates, the documents and the requests. We assess the client’s safety need and the rights in the proceedings in the same work plan.

The scope of the review and the arrangement for keeping you informed are determined according to the matter undertaken. No guarantee is given about the decision of the judicial authority or about how long the file will take to conclude.

  1. Review of the event, safety and time limits

First, the date of the event, the status of the parties, the current safety need, records that may disappear and notifications are assessed. If there are mutual complaints, the need for victim representation and the need for defense counsel for the suspect are separated; conflict of interest is checked.

  2. Evidence plan and application plan

Events are put in chronological order; it is shown which allegation each document relates to. Missing records and the authority that can request them are identified. The scope of the routes that may be followed for the criminal application, the protection request and the compensation of the loss is explained.

  3. Representation, application and file follow-up

After the matter is accepted and the necessary authorization is given, the agreed petitions, statement procedures or hearing procedures are carried out. The information expected from the client, the procedures the client must attend in person and the approaching time limits are communicated through a secure communication channel.

  4. Decision, legal remedy and conclusion

The reasoning of the decision, the right to apply and the time limit are examined. The route that may be followed, its costs and conditions are explained; the scope of the legal remedy or of a separate action is confirmed. Information is given about the closing of the file and about continuing rights, if any.

PREPARING FOR THE CONSULTATION

What information and documents can be prepared?

Organize the information you have. Waiting for all documents to be completed should not delay an application that is time-sensitive or urgent.

Brief information for the first consultation

  • What the event was, where and approximately when it took place
  • The dates on which you learned of the event and the perpetrator; any ongoing threat or other urgent need
  • The file number and stage; if any, the decision notified and the date of notification
  • A communication method by which you can be reached safely; whether you are applying in your own name or as a representative

Documents that may be reviewed depending on the file

  • Earlier petitions, statement records, prosecutor’s office or court decisions and notification records
  • The whole of the existing messages, original digital files, bank receipts and transaction information
  • The place and time range where camera footage may be found; which event the witnesses know about
  • A medical/forensic report related to the event, a document of the loss, an existing protection decision or a reconciliation offer

Do not upload sensitive documents to the first general communication area. Information and documents are handled to the extent necessary for the legal assessment and the matter undertaken, with regard to attorney–client confidentiality and the obligations to protect personal data. After the check of the parties and of conflict of interest, a suitable secure sharing method is determined. Information on the processing of personal data.

SCOPE OF THE MATTER

Fees, expenses and terms of representation

Which stage will be followed, the client’s expectations and the steps the file requires are clarified at the outset.

Information on fees, court fees and expenses

Scope of the fee and expenses

The attorney’s fee is discussed according to the scope of the matter to be undertaken, such as advice, petitions, the investigation, hearings and legal remedies. Notary, translation, expert examination, transportation and related litigation expenses are explained separately when they become necessary. Appointment by the bar association under the law and a private attorney engagement agreement are assessed separately.

Start and limits of representation

Sending a consultation request does not start a representation relationship and does not stop statutory time limits. Acceptance of the matter, its scope, the fee terms and the necessary authorization are determined separately. It is not assumed that a matter undertaken for one investigation covers all legal remedies, a damages action or procedures in a foreign country.

ANTALYA-BASED WORK

Criminal report and victim representation proceedings across Türkiye

Güneş & Güneş Law Firm, founded in Kemer on March 18, 1999, determines the scope of its services for criminal investigations and cases in all 81 provinces of Türkiye according to the jurisdiction, hearing and representation conditions of the file. Our physical headquarters has been in Antalya since 2007.

The place of application, the institution where the evidence is located, attendance at the hearing and, where necessary, on-site procedures are included in the work plan. An online consultation may be used for the initial assessment of the file; it does not replace mandatory personal attendance.

Persons living abroad and foreign victims

For an act committed in Türkiye or one that must be pursued in Türkiye, the application, the file follow-up and the representation options are assessed. The need for translation and certification of foreign documents and the conditions for powers of attorney are examined according to the nature of the document and where it was issued.

Multilingual communication and the limit of representation

Communication is available in Turkish, English, German and Russian. Communication support from the firm is separate from the interpreter procedure assigned by judicial authorities. Local procedures in a foreign country are carried out within the representation of counsel authorized in that country and within a coordination scope determined separately.

FREQUENTLY ASKED QUESTIONS

What people ask before applying

The questions are for general information. The nature of the specific event, the content of the file and the current procedural rules are addressed together in a personal assessment.

Application and evidence

Is it mandatory to hire an attorney to file a criminal report?

As a rule, a person can make his or her own application. Support from an attorney can be useful for organizing the event and the requests, assessing time limits and following the file. The cases of appointment of an attorney provided for by the law apply separately.

Can I file a complaint if I do not know the perpetrator’s name?

Yes. You can explain the events you know, account or transaction information and records that may help in investigating the identity. You do not have to guess an identity you do not know and write it as though it were certain information.

Can’t I apply if I have no documents?

The lack of documents alone is not an obstacle to applying. It is important to describe the event concretely and, if any, to state where the evidence can be obtained. The law has a different decision procedure for acts that are clearly not offenses without any need for inquiry and for abstract and general reports.

Which name of the offense should I write in the complaint petition?

Describing the event correctly and clearly comes first. The applicant is not required to make a definitive legal characterization; the nature of the offense is assessed by the competent authorities. It is not appropriate to add facts that are not in the petition or to present an assumption as established fact.

Is it enough to take a screenshot before deleting messages?

A screenshot can be useful, but it is not always enough on its own. It is important to preserve the existing original records, the context of the conversation, and the date and account information without changing them. How the evidence will be presented and whether a technical examination is needed are determined according to the specifics of the event.

Should I share the event and the person’s name on social media?

A public post does not replace an official application; it may give rise to new problems in terms of privacy, personality rights and the confidentiality of the investigation. The way to submit the evidence to the competent authority safely should be assessed for the specific event.

Investigation, protection and the hearing

Is the other side arrested immediately when a complaint is filed?

No. Pretrial detention or another protective measure depends on the relevant statutory conditions and on the decision of the competent authority. Filing a complaint is not an acceptance that the person committed the offense or that a particular measure will be applied.

If I have an attorney, do I still need to give a statement or go to the hearing?

The attorney’s authority to represent does not remove procedures in which you must be heard in person. A summons made in accordance with the procedure and the conditions of the file are assessed; information is given about the obligation to attend and, if any, a suitable special procedure.

Will my complaint and identity be completely concealed from the other side?

It cannot be said that full confidentiality will be provided in every file. The confidentiality of the investigation and the parties’ rights of access to the file are different matters. If there is a concrete safety need, the statutory measures concerning the protection of identity, address or contact information are assessed separately.

Can I request protection if I could not obtain a report in a violent incident?

For a protective measure under Law No. 6284, no requirement of a document or evidence showing the violence is sought. The nature of the application and of the measure requested is assessed separately. If emergency help is needed, a consultation with the firm or the preparation of documents should not be awaited.

Can a child victim’s family decide on every procedure?

Such a generalization cannot be made for every procedure. The child’s age, capacity to discern, the nature of the procedure, conflict of interest with the representative and special statutory provisions are assessed together. The appointment of an attorney or representative that may be required is addressed separately.

Can a criminal report be filed on behalf of a company?

An application can be made after assessing whether the company has been harmed by the offense and its authority of representation. The company’s loss is separated from a shareholder’s personal loss. Authority documents, transaction records and the person who can make requests on behalf of the company are checked.

Decisions and related rights

Can I object to a decision of non-prosecution?

It is possible if the right to apply and the time limit conditions in the law are met. The whole decision and the notification record should be reviewed; the events, evidence and gaps in the inquiry that support the objection should be explained. The current time limit and the transitional provision are shown in the time limits section above.

If my request to join the case is rejected, do all my rights end?

No. The reasoning of the rejection decision and your relationship of having been harmed by the offense are assessed. The law also regulates the right to a legal remedy for a request to join that was rejected or not decided and for cases of harm in which one could acquire the status of intervening party; the other conditions of the relevant route are sought separately.

If I reject the reconciliation offer, will a case necessarily be filed?

No. The failure to reach a reconciliation does not by itself make the filing of a public criminal action mandatory. The investigation evidence and the conditions for filing a case are assessed by the competent authority.

Will my money be refunded automatically thanks to my complaint?

No. A criminal application and the collection of a receivable or a claim for damages require different assessments. The options of return, reconciliation, action or enforcement proceedings and their time limits are examined separately.

Can I have my file in Türkiye followed from abroad?

Attorney support can be obtained for a file in Türkiye after the scope of representation and the necessary authorization are determined. The requirements for the power of attorney, translation or certification of documents are examined according to where the document was issued. Procedures that require personal attendance are assessed separately.

Should I send all the evidence and identity documents in the first message?

At the first stage, a short summary of the event, the stage of the file and any approaching date are enough. The scope of sensitive records and the secure transfer method are determined after the check of the parties and of conflict of interest. Unnecessary personal data should not be uploaded to the general communication area.

Legal basis and official sources of information

The sources for the explanations of time limits and rights are below. The relevant articles, amendments and transitional provisions should be assessed together with the dates of the file.

CONSULTATION REQUEST

Let’s assess the event and the stage of the file together

In your first message, state a short summary of the event, the file number if any, and the date of an approaching procedure or notification. You may share your preference for secure communication.

A consultation request does not mean that the matter has been accepted or that a time-limited application has been made. For your existing file, use the Client Center and the communication channel that has been agreed.

Confidentiality and information security
