When the period granted in Türkiye for a foreign-plated vehicle expires, leaving the country briefly and coming back does not by itself create a new two-year entitlement. One must first determine the permit granted to the vehicle, the person’s right to stay in Türkiye, the days already used and any extension conditions. Paying an overstay penalty also does not mean that a new permit has been granted for using the vehicle in Türkiye.
This article addresses the exit and re-entry of personal vehicles brought in temporarily under tourist facilitation. It explains the steps that can be taken before the period expires, the 2026 penalty tiers, the differences in the 185-day calculation for the person and for the vehicle, and the special provisions for retirees from abroad. The assessment is based on the legislation reviewed as of October 15, 2026.
First determine the actual permit expiry date
730 days is not a common period granted unconditionally to every foreign-plated vehicle. The period during which a person may lawfully stay in Türkiye may change depending on the residence permit of foreigners, the rental term, a vehicle registered in a company’s name or a special temporary entry regime. The date to be relied on is the permit expiry shown in the vehicle’s specific customs record. A general online calculator is no substitute for that record. [1, 2]
The vehicle’s registration period, the expiry of the insurance and the last day of the person’s residence permit are separate obligations. One of them being valid does not extend the others. A foreigner whose residence permit in Türkiye has been renewed should also check the vehicle’s record separately and, if the conditions are met, have the necessary period procedure carried out at customs.
The vehicle’s periods can be tracked through the Ministry’s Foreign-Plated Vehicle Transactions application. Not receiving a notification, or not seeing an e-mail, does not stop the period from running. When planning the exit, unpaid traffic fines and toll charges should be checked as well as the vehicle’s record; these may also affect the procedure at the border. [2, 3]
Which options can be considered before the period expires?
Taking the vehicle out of the country
The usual route is to complete the customs exit before the vehicle’s permit period expires. Setting off toward the border is not enough; the relevant exit procedures for the vehicle and the person must actually take place. The holiday rush, the operating status of the border gate, the vehicle’s technical condition and the route should therefore not be left to the last day.
If another person will take the vehicle out, the power of attorney and the conditions for registration transfer must be fulfilled in advance. Article 29 of the Communiqué regulates a special procedure for exit through a person resident abroad. A suitable power of attorney issued by a notary or a consulate is important when assessing the requirement of a joint application; it should not be assumed that any relative can take the vehicle away with the registration certificate and the key. [1]
Requesting an extension of the period on proper grounds
Article 17 of the Communiqué regulates extension applications for documented force majeure and unforeseen circumstances arising within the permit period, such as an accident, illness, fire or similar events. As a rule, the application must be made before the period expires. The occurrence of an event does not by itself extend the vehicle’s permit; the link between the event and the failure to leave on time, and the documents, are assessed by the administration. [1]
It is important that the health report states the rest period. For reports from private health institutions or private physicians, the approval conditions in the Communiqué are checked separately. If an application made after the period has passed is accepted, the fact that an irregularity procedure may be foreseen under Article 241/1 does not mean that every late application will be accepted or that every overstay will be resolved merely by this amount.
Handing the vehicle over to customs supervision
Keeping the vehicle in a private garage is different from handing it over to customs supervision. For a vehicle that remains in a private place in Türkiye under an undertaking not to use it, the permit period continues to run. Under customs supervision, by contrast, the handover, the record and the separate periods of remaining under supervision are tracked. The conditions of this option are explained in article G03. [1, 2]
Overstay penalties in 2026
The Customs Law regulates certain short overstay situations in Article 241, and regime violations outside those limits, where the conditions are met, in Article 238. The table below shows overstays in the context of the exit or customs handover procedures for personal vehicles brought in temporarily with full exemption. If there is another violation, a tax assessment or a special regime, a separate assessment is required. [4]
| Overstay | Basic provision | Penalty basis for 2026 |
|---|---|---|
| Overstay not exceeding one month | 241/3-l | 2 × TRY 1,494 = TRY 2,988 |
| Overstay exceeding one month but not exceeding two months | 241/4-g | 4 × TRY 1,494 = TRY 5,976 |
| Overstay exceeding two months but not exceeding three months | 241/5-b | 6 × TRY 1,494 = TRY 8,964 |
| Violation exceeding three months | 238/1-b and 238/3 | One quarter of the customs duties; the statutory lower limit also applies |
The basic amount under Article 241/1 for 2026 was set at TRY 1,494 by Communiqué Series No:217. Because the lower limit in Article 238/3 is tied to the amount in Article 241/6, it is TRY 11,952 for 2026. Where one quarter of the tax amount falls below this limit, the lower limit is applied. The “month” ranges in the table should not be equated arbitrarily with 30, 60 and 90 days; the permit expiry, the date of the procedure and the legal period calculation must be checked. [4, 5]
In a violation exceeding three months, the rate is not one quarter of the vehicle’s sale price. The calculation is made on the customs duties. The value, the tariff, the applicable tax elements, the calculation date and the legal basis of the penalty must be reviewed in the decision. An amount seen in another file cannot be carried over directly to a different vehicle or date.
These penalties are not a “fee for continuing to stay in Türkiye.” After payment, the vehicle must still be taken out, handed over or the regime lawfully closed. Whether tax is demanded must also be examined separately from the penalty decision. Generalizations that the vehicle will be confiscated automatically for every overstay, or that no tax will arise in any case, do not provide a correct assessment.
Is there an automatic additional seven-day entitlement when the period expires?
Article 6/8 of the Communiqué regulates the granting of a registered period of at most seven days for the dispatch to the border customs office, for export, of a vehicle that has been taken into custody by an inland customs administration for any reason and has no remaining period of stay in the country. This is not an automatic grace period that everyone can freely use after the permit expires. [1]
In the case of exit by proxy and registration transfer, special dispatch procedures may also arise depending on the relevant conditions. If such a procedure is to be carried out, the document issued by the administration, the deadline, the route or the handover conditions must be relied upon. Building a personal calendar of “two years plus seven days” does not remove the risk of a penalty.
On re-entry, the person’s and the vehicle’s calculations are separated
After the full period has been used
Article 6/4 of the Communiqué regulates the condition that, in order to bring a vehicle in again after the entire granted period has been used, the person and the vehicle must have actually been abroad for at least 185 days. The person’s residence abroad and the person’s movements over the last 365 days counted back from entry are also important. The vehicle’s stay abroad and the person’s actual stay are examined from separate records. [1]
In the Ministry’s explanations, in some examples where the person came to Türkiye in the meantime without the vehicle, the residence condition can be met by the person spending a total of 185 days abroad within the last 365 days, whereas for the vehicle, an uninterrupted 185 days abroad is taken into account. It is therefore incorrect to say that the person’s 185 days must be uninterrupted in every case, and equally incorrect to say that the vehicle waiting abroad is sufficient on its own. The stricter conditions in the special retiree extension cycle are explained separately below. [2]
The person’s entry into Türkiye without the vehicle does not, merely because the vehicle is waiting abroad, create a general personal ban on entry from a customs standpoint. However, every entry may affect the subsequent permit or residence calculation. Immigration and visa rules also apply under their own provisions.
Returning to use the remaining period
If the vehicle left before the entire permit period was used, one should not expect a new 730 days to be granted on every return. The earlier periods of use are assessed for the person and the vehicle; depending on the conditions, the remaining period is taken as the basis. Articles 6/5 and 6/6 of the Communiqué regulate the separate calculation for the person and the vehicle and taking the shorter period into account. The facilitation of returning within the remaining permit period granted to retirees from abroad is separately reserved. [1]
For example, a person who used the vehicle in Türkiye for four months and then took it out for a short trip does not reset the two-year counter merely by making a new entry. First, the remaining entitlement and the person’s own conditions on the day of entry are assessed. In every concrete calculation, all entries and exits must be used; looking only at the last passport stamp may lead to an incomplete result.
Another person bringing the vehicle
Bringing in a vehicle that has used its full period again through another person under a power of attorney does not automatically remove the waiting-abroad condition required for the vehicle. The suitability of the attorney and the vehicle’s past usage record are different matters. [2]
The Communiqué also contains a provision on the effect of a genuine change of ownership on the vehicle’s earlier periods. Nevertheless, the documents of a genuine sale abroad and the entry conditions for the new owner must be examined. An unauthorized sale in Türkiye, a sham transfer, or merely the issuance of a power of attorney should not be presented as a genuine change of ownership. Tourist temporary entry does not confer the right to trade in vehicles freely in Türkiye. [1]
A special one-month facility for the EU, EFTA and the United Kingdom
Article 6/3 of the Communiqué contains a limited facility for those who have used the entire permit period or who could not meet the residence requirement. For the personal vehicle registered in their own name in these countries, a person resident in an EU or EFTA country or in the United Kingdom of Great Britain and Northern Ireland may be granted a period of one month, once within 365 days counted back from the date of entry. [1]
This provision is not a general extension for every foreign-plated vehicle. The country where the person resides, the place where the vehicle is registered, its registration in the person’s own name and the date of the earlier use are important together. Summarizing it as “30 days once in every calendar year” is also not accurate: the regulation uses the concepts of 365 days counted back and one month.
The extension granted to retirees from abroad
Four years is not an automatic period for everyone
Under Article 19/8 of Decision No. 2009/15481 and Article 17/6 of the Communiqué, there is an additional-period facility for the personal vehicles registered in their own names of retirees from abroad who meet the conditions. In the Ministry’s explanations, this practice is described as a stay of up to four years with additional time on top of the initial two-year period. However, the application, the retirement status, ownership and the foreigner’s lawful stay conditions are checked together. [1, 6, 7]
As a rule, the application is made within the last three months of the current permit period and before the period expires; force majeure provisions are assessed separately. The consequences of situations such as the retirement document not having been submitted at first entry, or the person having retired while in Türkiye, should be examined under the conditions announced by the Ministry. Having benefited from a special one-month entry is also of separate importance. The deadline should not be missed on the assumption of an automatic four years.
The accepted retirement must be retirement based on working life under the relevant foreign social security system. Not every old-age benefit, private pension payment, or widow’s or orphan’s pension is treated as the same for this purpose. The scope of the document and the Turkish translation/approval conditions should be checked against the current regulation, including the amendment of August 14, 2026. [7, 8]
A new cycle after the extended period
When the same facility is used again at the end of the period granted under the extension, Article 17/6 of the Communiqué provides special conditions. In addition to the person having been abroad for at least 185 days in the last 365 days, this special rule also requires that the person has not entered Türkiye for at least 185 days from the vehicle’s exit. This condition should not be equated with the ordinary residence calculation explained above. [1, 7]
It therefore cannot be concluded that “the vehicle can stay outside while I fly to Türkiye often, and in every case I will obtain the same extension again.” Giving a single 185-day formula without determining which permit period was used and which facility is being applied for again would be misleading.
Does an accident, breakdown or theft close the period automatically?
No. For the theft of the vehicle or damage to the point that it cannot be used, Articles 30 and 31 of the Communiqué separately regulate the documents, closing of the record, and export or abandonment to customs procedures. A police or gendarmerie record, a prosecutor’s or court document, an expert report appropriate to the nature of the event and a customs application are important. Selling the vehicle to a scrap dealer or leaving it at a repair shop does not replace these procedures. [1]
Where a breakdown and repair exceed the permit period, the determination and supervision procedures to be carried out by customs must also be considered. The date on which the event occurred is particularly important: an event that arises after the overstay has occurred may not produce the same legal consequence for the earlier period.
In the event that was the subject of the decision of the 7th Chamber of the Council of State (Danıştay) dated 28.09.2022, E.2021/186, K.2022/3492, the permit period expired on October 2, 2012; the theft was alleged to have taken place on December 21, 2012. The review in the decision proceeds within the framework of compliance with the earlier decision of reversal and of separating the penalty on the basis of one quarter of the tax. This decision does not support the conclusion that “in case of theft, the earlier overstay is always eliminated.” [9]
Which documents should be reviewed when a penalty arrives?
In assessing a penalty, one should not look only at the total amount. The date of the act, the permit expiry, the vehicle records, the statutory provision applied, the notification and the calculation schedule are considered together. The following documents form the basis of the initial review:
- The permit, extension, exit and handover records of the vehicle from its first entry.
- The permit holder’s entry and exit record with and without the vehicle.
- The penalty and, if separately issued, the tax assessment, with the notification document.
- The basis of the value, tax and penalty calculation.
- If force majeure is invoked, the date of the event and the documents showing the obstacle.
Under Article 242 of the Customs Law, the general period for an administrative objection is 15 days from notification. The application must be addressed to the correct authority, and the acknowledgment of receipt and the notification of the decision must be tracked. The period for applying to the courts and the competent forum are determined separately according to the nature of the dispute; a single limitation period should not be assumed for all procedures. An information request or a telephone call does not by itself preserve the application period. [4]
Conclusion
Period management for a foreign-plated vehicle cannot be done by looking only at the end of the 730 days. The actual permit granted to the vehicle, the person’s lawful stay, earlier entries and exits and the special facility to be applied for must be assessed together. A short border exit, a power of attorney or a penalty payment does not by itself create a new right of use.
Determining an exit, a suitable extension or a handover route before the period ends, keeping the procedural records and checking the re-entry conditions in advance reduce the risk of a dispute. If an overstay has occurred, the calculation of the penalty and the correction of the vehicle’s customs status should be addressed in the same file, but as separate legal questions.

Frequently Asked Questions
Can I leave for a day and come back when the two years are up?
A short exit does not create a new 730-day entitlement. The re-entry conditions for the person and the vehicle, and any special one-month facility, are assessed separately.
How much is a one-month overstay penalty in 2026?
For a relevant overstay not exceeding one month, the amount under 241/3-l is TRY 2,988. Whether the event involves another violation or a special regime is checked separately.
Is one quarter of the vehicle taken for an overstay of more than three months?
The rate under 238/1-b applies to the amount of customs duties, not to the vehicle’s sale price. The lower limit in 238/3 is also taken into account separately.
Can the vehicle stay in Türkiye once I pay the penalty?
Payment does not grant a new permit of use. The vehicle must be taken out, handed over, or the relevant regime procedure must be completed in accordance with the law.
Can I not enter Türkiye at all for 185 days?
The ordinary residence calculation and the vehicle’s stay abroad are separate; there is no general entry ban on the person. However, the special condition of uninterrupted time outside for retirees who apply again for the same facility after the extended period must be checked separately.
Do I automatically have four years because I am a retiree?
No. The retirement status, vehicle ownership, type of permit and timely application conditions are examined. As a rule, the extension application is made within the last three months of the current permit.
If the vehicle breaks down, do I have to notify customs?
If the breakdown affects the exit or the permit period, documents and a customs procedure are required. A service record alone does not provide an automatic extension or closing of the record.
Is there an additional seven-day exit period for everyone?
No. The dispatch of at most seven days in the Communiqué depends on certain customs procedures. It is not a free-use period that starts automatically after the permit expires.
