Legal Time Limits andService of Documents Guide

Review the time limits for actions, objections and legal remedies, and the starting rules for UETS, postal, KEP and tax notices. The time limit that applies to your file is determined by your document and the type of procedure.

When time starts · Ways to apply · Official bases

What is this page for?

Shows in general terms from which date a time limit starts when you receive a notification or a time-sensitive document, and which routes of recourse exist. The time limit that applies to your file is determined separately, according to your document and the type of procedure.

What you need to prepare

The complete document and its attachments; the envelope, the service receipt (mazbata), or the UETS or GIB record; the dates of delivery, reading and learning of the content; the name of the court or authority and the file number.

Review the document list
Next step

If you are an existing client, send the document without delay through the time-sensitive document notice; if you are applying for the first time, state the type of procedure and the deadline in your first message. The general response time does not extend legal time limits.

Notice of Time-Sensitive Documents

FIRST THINGS TO DO

The first three steps when you receive a service document

  1. Protect the document

Keep the original and a digital copy of the document. To prepare, review the list of required documents.

  2. Note the dates

Provide the dates of delivery, arrival in the system, reading and learning separately. Do not write only the last day.

  3. Clarify the follow-up

Confirm with your attorney which application will be made, by whom and by when.

SERVICE CHANNELS

UETS service and when time starts to run

UETS, KEP, GIB and postal service are subject to different procedures. Checking a single account may not be enough.

What is UETS?

The National Electronic Service System (UETS) is the official electronic service system operated by PTT. Service documents sent by a court or an authorized authority, and the related evidence records, are kept in this account.

Service is deemed made at the end of the fifth calendar day following the date it reaches the electronic address.

Law No. 7201 Art. 7/a; Regulation Art. 9–10 · Official basis

Official UETS access (opens in a new tab)

STARTING POINT EXAMPLE

The day of arrival and the day of service are not the same.

  1. October 1

The service document reaches the UETS account.

  2. End of October 6

The fifth calendar day ends; service is deemed made.

  3. October 7

For a time limit set in days that depends on service, this counts as the first day.

This example does not calculate the last day to apply. Applications that depend on learning of the decision, especially to the Constitutional Court, may start earlier.

Companies and businesses

Private-law legal entities are subject to mandatory UETS. A sole proprietorship and a company’s legal entity do not have the same status. The account of each legal entity must be followed separately.

Designate a person responsible for checking and a backup; check the accounts regularly. Do not interrupt monitoring during leave, personnel changes or office relocations. This arrangement is an internal control recommendation.

Foreign nationals and those abroad

Migration Management requests UETS information in residence permit extension and transition applications. Foreign-national company shareholders should also clarify who monitors the company’s account.

Not knowing Turkish or being abroad does not by itself provide additional time. Obtain translation support when needed. Migration Management announcement

Not opening the account or not receiving a notification does not stop the time limit. Failure to receive an SMS / e-mail alert does not postpone the date of service. Leaving the account unmonitored may lead to loss of rights that may be impossible to remedy.

POSTAL AND HAND DELIVERY

When time starts to run in postal and hand-delivered service

First, the properly made date of service is determined; then the time limit of the relevant procedure is calculated. For example, in a document validly delivered on October 6, the first day of a time limit set in days is, as a rule, October 7.

The day you pick it up from the neighborhood headman (muhtar) is not always the starting point.

In a procedure compliant with Law No. 7201 Art. 21, the day the notice slip is affixed to the door may be the date of service. Collecting the document days later does not restart the time limit.

Hand delivery to the addressee

Date of service: The date shown in the acknowledgment of receipt / service receipt (mazbata) of a properly made delivery.

For time limits set in days, counting begins, as a rule, on the next day. The date a document was issued or posted is not the date of service.

Law No. 7201 Art. 10 and 23 · Official basis

Delivery to a person living in the same residence

Date of service: The date of delivery, subject to the statutory conditions, to a person living in the same residence or to a domestic worker.

Not every relative, neighbor or building attendant is an authorized recipient. Your reading the document later does not by itself change the valid date of delivery.

Law No. 7201 Art. 16 and 22 · Official basis

Delivery to a company or a workplace employee

Date of service: The date of delivery to the authorized representative; if the conditions exist, to an officer or employee in the statutory order.

Whether the representative could not be found, the employee’s capacity and the service receipt are checked. Do not treat the day the document was later passed on to management as the starting point.

Law No. 7201 Art. 12–13 and 17 · Official basis

Leaving with the neighborhood headman and notice slip on the door

Date of service: If the conditions of Law No. 7201 Art. 21 are met, the date the notice slip was affixed to the door.

The date you collect the document from the headman is not awaited. The conditions of service through the address registration system and of the procedure for not being found at the usual address are examined separately.

Law No. 7201 Art. 21/1–2 · Official basis

Temporary absence: the special case in Art. 20

Date of service: For delivery to the person specified in the law, the date of delivery; if a notice slip has been affixed to the door in this special procedure, 15 days after the affixing.

This exception does not apply to every document left with the headman. The service officer’s act and the declaration of absence are examined.

Law No. 7201 Art. 20 · Official basis

Service on counsel

Date of service: In a matter handled through an attorney, as a rule the date of valid service made on the attorney.

The document reaching the client separately or later does not create a new time limit. Cases where service on the party in person is required, and the special provisions in criminal procedure, are reserved.

Law No. 7201 Art. 11 · Official basis

Improper service or old address

Date of service: In improper service, learning; at an old address, if the conditions of Art. 35 are met, the date of affixing is important.

Do not treat the service as invalid on your own and wait. The date of learning, the time-limited application and the service procedure are assessed by the competent authority.

Law No. 7201 Art. 32 and 35 · Official basis

Notice slip on the door for tax documents

Date of service: In case of refusal to accept service, the date of affixing. In case of a second unsuccessful attempt at the address in the address registration system, the special 15-day rule below applies.

Under the second-attempt procedure in VUK Art. 102, if the document is collected from the administration within 15 days, it is deemed served on the day it is collected; if it is not collected, it is deemed served on the 15th day. This rule is not generalized to court/enforcement documents.

VUK Art. 102 · Official basis

Service by public announcement, service abroad and the methods in special laws are subject to separate rules. In case of doubt, the service receipt and the file should be reviewed together.

REGISTERED ELECTRONIC MAIL

Time limits and delivery in KEP notices

KEP is a registered electronic mail system that provides legal evidence for the records of sending, delivery and related transactions. It can be used for contractual or commercial formal notices (ihtar) and other notifications.

If the KEP account is not accessed: except in cases of force majeure, a message received during that business day is deemed to have reached the account holder and to have been read on the next business day. UETS’s five-day rule is not carried over to KEP.

This presumption is not a general rule that starts the same time limit for an action or an objection for every message. The legal nature of the notice, the contract, the formal requirements and the evidence records are examined.

KEP Regulation Art. 12 · Official basis

THE TAX ADMINISTRATION’S SYSTEM

GIB e-Service in tax matters

For electronic service under the Tax Procedure Law, GIB’s system must be checked. Checking the UETS or KEP account does not replace this check.

Under VUK Art. 107/A, electronic service is deemed made at the end of the fifth day following the date it is transmitted to the addressee through the system.

The regulation that entered into force on July 1, 2026 and the scope and exit exceptions must also be checked separately. The special e-service systems of other authorities are also followed depending on the file.

VUK Art. 107/A; Law No. 7587 Art. 9–11 · Official basis

FREQUENTLY ASKED QUESTIONS

Critical distinctions in calculating time limits

How are time limits given in days, weeks and months distinguished?

For time limits set in days, as a rule the day of service / pronouncement (tefhim) is not counted and the next day is the first day. Week and month time limits are calculated according to the corresponding day basis in their own procedural code; “2 weeks” is not “15 days” in every case. The last day and the filing hour must also be checked under the relevant procedure. HMK Art. 91–93, CMK Art. 39, IYUK Art. 8 and VUK Art. 18 are applied together without being confused.

Do weekends, official holidays or the judicial recess extend a time limit?

Holidays fall within time limits set by calendar days. The effect of the last day falling on a holiday depends on the relevant law; the judicial recess does not stop all procedures. If the fifth day of UETS falls on a holiday, the date of service is not pushed forward. For the ECtHR’s four-month time limit, there is no extension for weekends / official holidays.

Does CIMER, a petition to the administration or mediation stop all time limits?

No. An application within IYUK Art. 11 stops the time limit for filing an action if its conditions are met; after rejection or implied rejection, the remaining time runs. The effect of mediation on the statute of limitations and preclusive periods also depends on its own statutory scope. The time limit for an appeal (istinaf) or a cassation appeal (temyiz) does not stop automatically.

If the time limit stated in the service document differs from this guide, which should I rely on?

The type of document, the special law, the date of the decision and the transitional provisions must be examined together. The notice of legal remedies in a decision may be wrong. Tell your attorney about the difference without delay; do not wait relying only on the time limit that appears longer.

What should I do if I think the time limit has passed?

Have the document, the service record and any evidence showing the obstacle reviewed immediately. Improper service, restoration of the prior status (eski hâle getirme) or another route of application is not available in every file. A missed time limit may be impossible to remedy.

Does sending a document to the firm count as an official application?

No. A telephone call, e-mail or web inquiry does not replace the procedure that must be carried out before a court, an enforcement office or an administrative authority. Sending, or an automatic receipt message, alone does not show that representation and time limit monitoring have been undertaken. Confirm the acceptance of the file and the action plan.
