The Turquoise Card (Turkuaz Kart) is a special work and residence status that Türkiye created to attract highly qualified foreign labor, investors, scientists, researchers, internationally successful culture, arts and sports professionals, and certain foreigners who contribute to Türkiye's international recognition. Its legal basis is Article 11 of Law No. 6735 on International Labor Force and the Turquoise Card Regulation dated March 14, 2017.
The Turquoise Card differs from a classic fixed-term work permit. The foreign cardholder benefits from the rights granted by an indefinite work permit under Law No. 6735; however, the first three years of the status are monitored as a "transition period." The expiry of three years does not automatically convert the card into an indefinite and definitive status. To have the transition period lifted, an application must be made in time, the monitoring process must be completed favorably, and the Ministry must remove the transition period entry.
For this reason, describing the Turquoise Card merely as an "indefinite work and residence card in Türkiye" is incomplete. The category under which the application is made, which qualifications are documented, the activities during the three-year transition period, the obligations to submit information and documents, the status of family members, the tax and social security consequences, the possibility of citizenship and the routes of appeal against rejection or cancellation decisions must be assessed together.
What Is the Legal Basis of the Turquoise Card?
The main legal sources of the Turquoise Card are as follows:
- Law No. 6735 on International Labor Force, in particular Articles 3, 11 and 21,
- the Turquoise Card Regulation,
- Law No. 6458 on Foreigners and International Protection,
- Turkish Citizenship Law No. 5901,
- Law No. 5510 on Social Insurance and General Health Insurance,
- Law No. 492 on Fees and Law No. 210 on Valuable Papers,
- special professional legislation depending on the applicant's activity.
Is the Turquoise Card a work permit or a residence permit?
The Turquoise Card produces consequences in both fields. The foreign cardholder benefits from the rights granted by an indefinite work permit. The Turquoise Card also provides the foreigner's residence status in Türkiye. Therefore, as a rule, the cardholder does not need to obtain an ordinary residence permit separately.
However, the Turquoise Card is not Turkish citizenship. The citizenship requirement continues to apply in areas such as voting and standing for election, entering public service, and practicing professions and duties that special laws reserve for Turkish citizens only.
What does the initial three-year transition period mean?
The Turquoise Card is issued with the first three years as a transition period. During this period, the Ministry may monitor the foreigner's activities, undertakings and the qualifications on which the Turquoise Card was granted. Under the Regulation, an expert is appointed and monitoring reports may be prepared in twelve-month periods.
The transition period is not a period of "waiting three years and moving automatically to an indefinite card." Information and documents may be requested from the foreigner; deficiencies may be notified; the nature and continuity of the activities may be examined. A negative monitoring outcome may lead to cancellation of the card or an extension of the transition period.
Who Can Obtain a Turquoise Card?
The Turquoise Card Regulation does not limit applicants to a single professional group. Five main profiles stand out.
Highly qualified labor
Persons regarded as highly qualified in terms of education level, wage level, professional knowledge and experience, level of expertise, contribution to science and technology, R&D experience, senior management, foreign language and similar qualifications may be assessed in this category.
For example, persons with advanced expertise in international technology companies, engineers with rare expertise in a particular industrial branch, senior executives or professionals with expertise that is strategic for Türkiye may be assessed within this category.
Highly qualified investor
Factors such as the level of investment or exports, the employment to be created, the sector and region of the investment, its scientific/technological contribution, financial capability, movable and immovable assets in Türkiye, and intellectual and industrial property rights are taken into account.
Here, merely "establishing a company in Türkiye" or "investing a certain amount of money" does not, on its own, give rise to a right to a Turquoise Card. The nature of the investment and its expected economic contribution to Türkiye are examined as a whole.
Scientist or researcher
Researchers, academics and scientists who contribute to scientific and technological development and who carry out work regarded as strategic for Türkiye in the fields of science, industry or technology may fall within the scope of the Turquoise Card.
Academic title, experience at international universities or research institutions, patents, licenses, trademarks, innovation and R&D work, positions in strategic sectors and similar data are important.
Foreigner with international achievement in culture, arts or sports
Athletes, artists and culture professionals with achievements at the national or international level may be assessed on the basis of awards, rankings, licenses, the recognition of their works and their international activities.
Foreigner who contributes to the recognition of Türkiye or Turkish culture
Foreigners who contribute to the international promotion of Türkiye, Turkish culture or matters relating to Türkiye's national interests, and who carry out sustainable and effective activities, may also be assessed within the scope of the Turquoise Card.
To Whom Is the Turquoise Card Not Granted?
Foreigners under temporary protection
Under Law No. 6735 and the Turquoise Card practice, the Turquoise Card is not granted to foreigners who are under temporary protection.
What are the grounds for rejection?
Under Article 12 of the Turquoise Card Regulation, an application may be rejected mainly on the following grounds:
- failure to meet the assessment criteria determined by the Ministry,
- the application being found inconsistent with international labor force policy,
- submission of forged or misleading information/documents,
- the justification for employing the foreigner being found insufficient,
- an application for jobs and professions reserved for Turkish citizens,
- notification that the foreigner is among those subject to an entry ban, visa refusal or deportation,
- objections to the foreigner's working on grounds of public order, public security or public health,
- the relevant exception not being met for nationals of countries with which there are no diplomatic relations or which Türkiye does not recognize,
- an application not made within the statutory period or whose deficiencies are not completed.
How Is a Turquoise Card Application Made?
Application from within Türkiye
Under the Regulation, a foreigner legally present in Türkiye may apply directly through the system with a foreigner identification number. For an application from within Türkiye, holding a valid residence permit is not separately required under Article 8(3) of the Regulation; however, the foreigner must be legally present in Türkiye.
Application from abroad
An application from abroad is made through the Turkish diplomatic mission in the country of which the foreigner is a citizen or in which the foreigner is legally present. The information and documents relating to the application are transmitted electronically to the Ministry.
Application through an authorized intermediary institution
The Regulation also allows the application to be made, from within Türkiye or from abroad, on behalf of the foreigner by an authorized intermediary institution. The actual application channel must be confirmed through the Ministry's current electronic system and current announcements.
Which Documents Are Required for a Turquoise Card Application?
There is no single, unchanging list of documents for every application. General documents are submitted together with documents proving the qualifications relevant to the profile applied for.
General documents
Basically, the following are prepared:
- the application petition,
- a copy of the passport or a document replacing the passport,
- where applicable, a certificate of eligibility obtained from the relevant public institution or organization,
- the foreigner's identity and contact details,
- marital status, custody and dependency documents required for family members,
- other documents requested by the Directorate General in the current system.
Documents for qualified labor
Diplomas, a résumé, an employment contract, an appointment or assignment letter, documents of professional experience, certificates, wage information, foreign language certificates, records showing professional achievements and documents relating to the applicant's activity in Türkiye are important.
Documents for investors
The size of the investment, the level of employment, the export amount, financial capability, company records, the sector and region of the investment, intellectual or industrial property rights and the expected economic contribution must be documented.
Documents for scientists and researchers
Diplomas, academic titles, publications, citations, patent and license documents, R&D projects, international academic or scientific appointments and experience in strategic fields may be included in the file.
Documents for artists and athletes
National/international awards, competition rankings, federation or club records, work portfolios, licenses, and press and institutional recognition documents may be used.
How Does the Scoring System Work for the Turquoise Card?
The Turquoise Card Regulation provides that applications are assessed through a scoring system built on criteria determined by the Directorate General. However, the Regulation does not publish a fixed table stating that "everyone who obtains this score receives a Turquoise Card."
Which criteria does the scoring rely on?
Depending on the application category, factors such as education, the standing of the university, wages, senior management, expertise, R&D, professional experience, investment size, exports, employment, patents, licenses, academic achievement, sports rankings, works of art and the impact of promotional activities may be taken into account.
Is the score threshold fixed?
The current Ministry criteria, not a fixed number, must be relied on
The Directorate General is authorized to change the scoring system and to differentiate it by region, province, sector, line of work or profession. For this reason, tables circulating on the internet that state "X points are required for the Turquoise Card," without citing a fixed and current source, should be treated with caution.
Does a certificate of eligibility guarantee the card?
No. A certificate of eligibility issued by the relevant public institution may be taken into account in scoring; however, the Regulation expressly states that it does not create an acquired right to a favorable outcome of the application.
How Long Does It Take for the Application to Be Concluded?
The Turquoise Card Regulation contains no general time-limit rule stating that the main application will necessarily be concluded within "a few weeks." The application category, the obtaining of opinions from the relevant institutions, the need for additional documents and the technical nature of the file may affect the duration.
Where the opinions of the relevant authorities are requested, Article 13 of the Regulation provides that the opinions are, as a rule, to be communicated within fifteen days, and that an additional period of up to fifteen days may be requested where necessary. However, this does not mean that the entire application will be conclusively decided within thirty days.
How Does the Three-Year Transition Period Work?
Annual monitoring
During the transition period, an expert may monitor the foreigner's activities and undertakings. The Regulation allows monitoring reports to be prepared in twelve-month periods.
Obligation to submit documents
The information and documents requested for the monitoring report must be submitted to the Ministry by the foreigner within fifteen days.
Remedying deficiencies
If a deficiency is identified in the expert report, the foreigner may be given a period of three months to remedy it. If the deficiencies are not remedied, the transition period may be terminated and cancellation of the card may be decided.
Moving to indefinite status after three years
The last 180 days are critical in terms of loss of rights
The application to have the transition period lifted must be made from the point when one hundred and eighty days remain until the end of the three-year period, and in any case before the period expires. An application made after the period has passed is rejected and the card becomes invalid.
For this reason, the last 180-day period carries a critical risk of loss of rights.
What happens if the final report is negative?
Upon the application, the relevant expert prepares a final report. If the report is favorable, the transition period entry may be removed. If the final report is negative, the Directorate General may decide, depending on the specific file, to extend the transition period or to cancel the card.
What Are the Rights of a Turquoise Card Holder?
Rights granted by an indefinite work permit
The Turquoise Card holder benefits from the rights granted by the indefinite work permit regulated in Law No. 6735. The card is a status that differs from, and is broader than, the logic of the classic fixed-term work permit tied to a single employer.
Residence in Türkiye
For the cardholder, the Turquoise Card is a document that regulates work and residence status together. During the period in which the card is valid, as a rule, an ordinary residence permit does not need to be obtained separately.
Commercial activity and investment
The work, investment and commercial activities of a foreigner holding a Turquoise Card in Türkiye are carried out within the scope of the relevant legislation. However, in regulated fields such as banking, capital markets, energy, health, law and similar areas, separate license, permit, professional equivalence or citizenship requirements may apply.
Social security
Subject to the social security agreements to which Türkiye is a party, the Turquoise Card holder and the employer who employs them must fulfill the social security obligations under Law No. 5510. The Turquoise Card does not constitute a general exemption from social security contributions.
Military service, voting rights and public service
A Turquoise Card holder:
- is exempt from military service obligations in Türkiye,
- cannot benefit from the right to vote and stand for election,
- cannot benefit from the right to enter public service,
- cannot exercise rights and professions for which special laws require Turkish citizenship merely by being a Turquoise Card holder.
In Which Professions Does the Turquoise Card Not Provide a Right to Work?
Although the Turquoise Card is a strong work status, it does not remove the citizenship requirement in professions reserved exclusively for Turkish citizens.
For example, if the special law of a profession makes Turkish citizenship mandatory, the Turquoise Card does not replace that requirement. Legal practice as an attorney, notarial service and certain public duties must be examined separately within this framework. In health, engineering, architecture or other regulated professions, additional rules such as equivalence, professional permission or institutional approval may apply to foreigners practicing the profession.
For this reason, the statement that "with a Turquoise Card, all professions in Türkiye can be practiced freely" is not correct.
How Do a Spouse and Children Benefit from the Turquoise Card?
Who is regarded as a relative?
Under the Regulation, relatives of a Turquoise Card holder are the cardholder's foreign spouse and the foreign children of the cardholder or of the spouse who are minors or dependent.
For this reason, the phrase "children under 18" alone is incomplete. An adult child who is dependent may also be considered a relative under the conditions in the legislation.
What does the relative card provide?
The relative card provides residence status
A "Turquoise Card Holder's Relative Card" may be issued to relatives. This document replaces a residence permit during the validity period of the main Turquoise Card.
Do the spouse and children automatically acquire a right to work?
The right to work is assessed separately
No. The relative card essentially provides residence status. If the spouse or children wish to work in Türkiye, a work permit or work permit exemption appropriate to their own circumstances must be assessed separately.
This distinction is particularly important: the main cardholder's indefinite work status does not automatically pass to family members.
Turquoise Card Fee and the 2026 Document Fee
A foreigner holding a Turquoise Card is exempt from the work permit and residence permit fee; a relative of a Turquoise Card holder is exempt from the residence permit fee. However, the card issued is a valuable paper (değerli kâğıt) and a valuable paper fee is collected.
In the 2026 announcement of the Ministry of Labor and Social Security, the valuable paper fee for a work permit document was announced as 964 TL. Although no fee is charged for the Turquoise Card, a valuable paper fee is charged for the document. At the actual payment stage, the accrual generated in the Ministry's system and the current notification must be relied on.
Does the Turquoise Card Provide a Tax Exemption?
Immigration status and tax status are not the same
No. The Turquoise Card is a work and residence status; it is not a general exemption document for income tax, corporate tax, VAT or other taxes.
The foreigner's tax residence, length of stay in Türkiye, where the work is performed, the source of income, the location of the employer, company partnership and Türkiye's double taxation treaty with the relevant country must each be examined separately.
Tax planning for a Turquoise Card holder who is an investor or professional should be conducted separately from, but in coordination with, the immigration and employment law file.
Does a Turquoise Card Holder Automatically Acquire Turkish Citizenship?
Citizenship is a separate administrative decision
No. The Turquoise Card does not provide citizenship and does not turn into citizenship automatically after a certain period.
Exceptional citizenship possibility
Under Article 12 of the Turkish Citizenship Law No. 5901 and Article 19(3) of the Turquoise Card Regulation, a Turquoise Card holder and certain relatives may be assessed for exceptional citizenship if there are no circumstances constituting an obstacle in terms of national security and public order, the transition period entry has been removed, and they are proposed by the Ministry.
The final decision is at the discretion of the competent authority. The Turquoise Card or the lifting of the transition period does not, on its own, create an acquired right to citizenship.
Is there a five-year waiting requirement?
The possibility of exceptional citizenship through the Turquoise Card must not be confused with the residence requirements that apply to citizenship through the general route. For the Turquoise Card holder, the Regulation specifically provides for the lifting of the transition period; in addition to this, there is no automatic rule such as the "a Turquoise Card holder becomes a citizen after waiting five years" that is frequently stated on the internet.
In Which Cases Can the Turquoise Card Be Cancelled?
Under Article 22 of the Regulation, the card may be cancelled also without the foreigner's own request.
Not coming to Türkiye or staying abroad for a long time
Not coming to Türkiye within six months from the card's validity date, or staying abroad continuously for more than two years without force majeure, is a ground for cancellation.
Loss of the passport's validity
Except in exceptional cases where the favorable opinion of the Ministry of the Interior or the Ministry of Foreign Affairs exists, failure to extend the validity period of the passport or of the document replacing the passport may lead to cancellation of the card.
Work in violation of the law or unregistered work
The detection of work in violation of Law No. 6735 or of unregistered work is a ground for cancellation.
Not working for one uninterrupted year
The determination that the foreigner has not worked uninterruptedly for at least one year is regulated in the Regulation as a ground for cancellation.
Forged or misleading documents
If it is later understood that the application was based on forged or misleading information and documents, the card may be cancelled.
Failure to comply with monitoring obligations
Failure to submit the information and documents requested during the transition period in time, or the finding as a result of monitoring that the foreigner has lost the qualifications required for the Turquoise Card, is a ground for cancellation.
Entry ban, visa or deportation cases
Notification by the Ministry of the Interior that the foreigner is among those whose entry into Türkiye is prevented under Law No. 6458, who will not be granted a visa, or against whom a deportation decision will be taken may affect the card.
Public order, public security or public health
The relevant public institutions finding the foreigner's working in Türkiye objectionable in terms of public order, public security or public health may also be a ground for cancellation.
What Can Be Done If a Turquoise Card Application Is Rejected?
30-day administrative objection
The notification date is the start of the time calculation
Under Article 21 of Law No. 6735 on International Labor Force, an objection may be filed with the Ministry against the Ministry's decisions taken under the Law within thirty days from the date of notification. The grounds for rejection, the scoring and qualification assessment, missing documents, the public order/security assessment and procedural deficiencies must be analyzed concretely.
If the objection is rejected: administrative jurisdiction
The time limit for filing an action must be calculated separately
The Law provides that the route to the administrative courts is open if the administrative objection is rejected. Before an action is filed, which act is the final and enforceable administrative act, the notification date, the effect of the administrative objection on the time limit, and the court with subject-matter and territorial jurisdiction must each be determined.
The time limits under the Administrative Procedure Law No. 2577 (İYUK) are technical time limits. It should not be assumed that "a new 60 days start from scratch" after the administrative application. The time limit must be calculated on the basis of the actual notification and application dates.
Is reapplication possible?
If the ground for rejection is a deficiency that can be remedied, reapplication is theoretically possible. However, applying again with the same qualifications and the same documents, without the ground for rejection having been remedied, may not be strategically correct. The basis of the rejection decision must be identified first.
What Happens If the Turquoise Card Is Cancelled?
When the card is cancelled, it loses its validity. The Turquoise Card Holder's Relative Card issued in connection with the main cardholder is also cancelled.
In this case, the person's right to work, residence status, the right of family members to stay, ongoing employment relationships, SGK (Social Security Institution) records and, where applicable, company management/partnership activities must be addressed together. An administrative objection under Article 21 and, thereafter, the route to the administrative courts may arise against the cancellation decision.
What Is the Difference Between the Turquoise Card and an Indefinite Work Permit?
Both statuses are strong in terms of the right to long-term work; however, the Turquoise Card is a separate program aimed in particular at attracting highly qualified human resources to Türkiye, and it includes a three-year transition/monitoring system.
In the Turquoise Card, the applicant's qualifications, strategic contribution, and standing in the field of investment, science, technology, culture, arts or sports are of central importance. An indefinite work permit, on the other hand, is assessed under different conditions and on the basis of work history under the Law.
Is the Turquoise Card the Same as Digital Nomad Status?
No. Digital nomad arrangements concern a foreigner's remote work and short-term stay. The Turquoise Card, by contrast, is a work and residence status for qualified foreign labor under Law No. 6735.
A remote-working foreigner who has the characteristics of highly qualified labor may theoretically be assessed for a Turquoise Card; however, digital nomad status alone does not give a right to a Turquoise Card.
Is the Turquoise Card the Same as Citizenship by Investment?
No. In the Turquoise Card, "highly qualified investor" is a separate application category. The exceptional citizenship procedure under Law No. 5901, by way of real estate investment or another investment, is subject to different conditions, certificates of eligibility and an application process.
Which route is more suitable for an investor must be determined by assessing together the size of the investment, its sector, its employment effect, the long-term plan for Türkiye and the citizenship goal.
Legal Check to Be Made Before Applying
A Turquoise Card application is not merely a document-upload exercise. Before applying, it is useful to check the following together:
- the Turquoise Card category on which the application will be based,
- whether the candidate's qualifications are objectively strong,
- the validity/equivalence status of diplomas and professional documents,
- the concreteness of the employment, investment or research plan in Türkiye,
- whether the activities are subject to a special permit or license,
- the risk of professions reserved for Turkish citizens,
- the passport and legal stay status in Türkiye,
- judicial/administrative records and the public order assessment,
- whether the investment, employment or export undertakings are realistic,
- the status of the spouse and children,
- social security obligations,
- tax residence and the source of income,
- which performance can be documented during the transition period,
- how the three-year monitoring file will be kept,
- if there is a citizenship goal, assessing it with a strategy separate from the Turquoise Card.
Frequently Asked Questions
Is the Turquoise Card indefinite from the outset?
The cardholder benefits from the rights of an indefinite work permit; however, the first three years are a transition period and the status is monitored. After three years, an application must be made in time to have the transition entry removed.
Does the card automatically become indefinite when three years have passed?
No. The removal of the transition entry must be requested within the last 180 days and before the period expires; the final assessment must be favorable.
What happens if the application to remove the transition entry is missed?
Under the Regulation, if no application is made within the time limit, the Turquoise Card becomes invalid; an application made after the period has expired is rejected.
Is there a fixed investment amount for the Turquoise Card?
The Regulation does not provide a single fixed investment threshold that applies to everyone for the Turquoise Card. The size and nature of the investment are among the scoring/assessment factors.
What is the fixed score for the Turquoise Card?
The Regulation provides for a scoring system; however, it does not give a fixed and unchanging publicly available threshold. The Directorate General may update and differentiate the system.
Is a residence permit required for a Turquoise Card application?
For a domestic application by a foreigner legally present in Türkiye, a valid residence permit is not separately required under Article 8(3) of the Regulation. The legal stay requirement, however, retains its importance.
Does the Turquoise Card also give family members a right to work?
No. The relative card issued for the spouse and eligible children replaces a residence permit; the right to work is assessed separately.
Can an adult child obtain a relative card?
The Regulation includes in the definition not only minor children but also dependent foreign children. Dependency must be documented.
Can a Turquoise Card holder establish a company?
As a general rule, they may engage in commercial activity; however, the type of company, the field of activity and special sectoral license/permit requirements apply separately.
Can a Turquoise Card holder become an attorney?
The Turquoise Card does not remove the Turkish citizenship requirement sought in special laws. For professions tied to citizenship, such as legal practice as an attorney, the provisions of the special laws apply.
Does the Turquoise Card provide a tax exemption?
No. Tax obligations are determined separately according to tax residence, the type of income and the source of income.
Does a Turquoise Card holder have SGK obligations?
Yes. Subject to social security agreements, the obligations under Law No. 5510 apply.
Can a Turquoise Card holder stay outside Türkiye for a long time?
Staying abroad uninterruptedly for more than two years without force majeure is a ground for cancellation. Not coming to Türkiye within six months from the card's validity date is also a ground for cancellation.
Does not working for one year affect the card?
The Regulation lists among the grounds for cancellation the determination that the foreigner has not worked uninterruptedly for at least one year.
What happens if the passport expires?
Failure to extend the validity period of the passport or of the document replacing the passport may be a ground for cancellation, except for the exceptions in the Regulation.
Is the Turquoise Card exempt from fees?
The Turquoise Card holder is exempt from the work and residence permit fee. However, since the card is a valuable paper, a document fee is charged.
What is the 2026 valuable paper fee?
In the 2026 announcement of the Ministry of Labor and Social Security, the valuable paper fee for a work permit document was announced as 964 TL. At the time of payment, the system accrual must be relied on.
Does the Turquoise Card give automatic citizenship?
No. A Turquoise Card holder whose transition period has been lifted and who meets the required conditions may be assessed for exceptional citizenship on the proposal of the Ministry and by decision of the competent authority.
Is waiting five years required for citizenship?
The exceptional citizenship assessment of a Turquoise Card holder must not be confused with the residence requirements under the general citizenship route. There is no automatic five-year Turquoise Card rule.
What is the time limit for objecting to a rejection of the application?
Under Article 21 of Law No. 6735, an objection may be filed with the Ministry against the Ministry's decision within thirty days from notification.
Can an action be filed if the objection is rejected?
Yes. If the objection is rejected, the route to the administrative courts is open. The time limit for filing the action and the court with territorial jurisdiction must be determined according to the actual notification and act information.
Is a Turquoise Card application concluded in a few weeks?
There is no such general and guaranteed time frame for conclusion. The nature of the file and institutional opinions may affect the duration.
If there is a certificate of eligibility, is the application certain to be accepted?
No. The Regulation expressly states that a certificate of eligibility does not create an acquired right.
Can those under temporary protection apply?
No. Foreigners under temporary protection are outside the scope of the Turquoise Card practice.
Conclusion
The Turquoise Card is a strong legal status for highly qualified foreigners who have a long-term work and residence plan in Türkiye. However, the most important features of the program are the assessment of the applicant's qualifications on a file-by-file basis, the scoring and international labor force policy filter, the three-year transition and monitoring period, the time-limited application that must be made at the end of the transition period, and the breadth of the grounds for cancellation.
The application should not be regarded as a standard permit application concluded simply by uploading a diploma and a passport. Particularly for investors, scientists, senior executives or professionals with international achievements, it is important that the file be prepared so as to present the economic, academic, professional and legal elements together.
In rejection or cancellation decisions, the basis of the decision, the notification date, the 30-day administrative objection, the route to the administrative courts and the continuation of the foreigner's work/residence status in Türkiye must be assessed together, without waiting out the time limits.
