Initial Application, Extension and Transition Between Residence Types

Initial application

The initial residence permit application is created through the e-İkamet system. On the appointment date set by the system, the applicant appears with the requested documents at the competent provincial or district directorate of migration management. Although the application may be carried out through a legal representative or an attorney holding a power of attorney, the administration may require the foreign national to appear in person.

Extension application

An extension application must be made starting when sixty days remain until the end of the current residence permit, and in every case before the permit period ends. Making an electronic application within the time limit may not be sufficient by itself; the appointment, submission of documents, UETS, fee and other steps must be completed according to the current procedure.

An extension is not an automatic continuation of the previous permit. The conditions of the permit type, the purpose of stay, the address, insurance, passport and other documents may be reviewed again for the new period.

Transition application

If the reason on which the residence permit is based has ended or a new purpose of stay has arisen, an application for transition to the appropriate permit type may be made. In a transition from student status to graduation, from family residence to the period after divorce, from the sale of real estate to another purpose of stay, or to a status different from a work permit, the time limits and the legal basis must be determined before the application.

Document and Risk Review Before the Application

The contents of a residence permit file vary according to the permit type, nationality, age, marital status and application history. In the first legal review, those of the following documents that are available are assessed:

  • Passport and previous passports
  • Entry and exit records for Türkiye
  • Visa, visa exemption and previous residence permits
  • e-İkamet application form and application number
  • Biometric photograph
  • Documents showing the purpose of stay
  • Health insurance or a document showing access to health services
  • Income and financial means documents
  • Lease agreement, notarized undertaking, title deed or accommodation document
  • Address registration document and address-numbering records
  • Marriage, birth, divorce, death, custody and consent documents
  • Student certificate, acceptance letter and education records
  • Treatment or health institution documents
  • Company, business tie, investment or invitation documents
  • Judicial or administrative authority decisions
  • Work permit or work permit exemption documents
  • Earlier letters about missing documents
  • Rejection, cancellation or non-extension decision and notification record
  • Administrative fine, entry ban or deportation decisions
  • Documents of earlier administrative applications and cases

For documents issued in a foreign country to be usable in Türkiye, an apostille, consular certification, a notarized translation or another form of certification may be required, depending on the type of document and the country in which it was issued. The name, surname, date of birth, marital status and passport details in the documents must be consistent with one another.

Passport, Health Insurance, Income and Address Requirements

Passport validity

The applicant must hold a passport or a document in lieu of a passport that is valid for at least sixty days longer than the requested residence permit period. If the passport has been renewed, the old and new passport records should be assessed together.

Health insurance

Valid health insurance must cover the requested permit period. Which of the options, such as a bilateral social security agreement, SGK (Social Security Institution) provision, a general health insurance application or private health insurance, can be used is determined according to the type of application. The cases in which the health insurance requirement is not sought under the law and in special situations are reviewed separately.

Financial means

The assessment of income and financial means varies according to the permit type. Bank records, a pension, rental income, company records, wages, real estate income or other lawful sources may be documented when necessary. The certification and translation requirements for income documents obtained from abroad must also be met separately.

Housing and address

A lease agreement, title deed, accommodation facility record or an undertaking by the person with whom one is staying is reviewed according to the type of application and current administrative practice. The declared address must be real, current and capable of being registered. Failure to notify the relevant institutions of a change of address within the statutory period may cause disputes in later procedures.

An address closed to registration of foreign nationals, a difference in address numbering, real estate that is not of residential character, a large number of registrations at the same address, or a lease agreement that does not match the actual situation should be assessed before the application. Because neighborhood and regional practices may change, the current situation must be verified separately from official records.

Exemption from a Residence Permit and the Connection with a Work Permit

Not every foreign national in Türkiye needs to obtain a residence permit as well. An exemption from the residence permit may come into question for persons within the visa or visa exemption period, holders of a valid work permit or a work permit exemption certificate, and other persons specified in the law.

A valid work permit may take the place of a residence permit for its duration. By contrast, holding a residence permit does not directly give a foreign national the right to work. Company partnership, remote work, providing services to foreign clients, freelance work or work for an employer in Türkiye must be assessed separately in terms of the work permit, tax and social security legislation.

The Relationship Between a Residence Permit and Turkish Citizenship

A residence permit is not Turkish citizenship and does not by itself give a foreign national a right to citizenship. Although residence history in Türkiye matters in acquiring Turkish citizenship by the general route, not all types of residence or all periods of stay may be counted in the same way.

In citizenship planning:

  • The type and basis of the residence permit
  • The calculation of uninterrupted residence
  • Periods spent outside Türkiye
  • Work permit and lawful stay records
  • The intention to settle
  • Family, business, education and property ties
  • Earlier violations, rejection or entry ban decisions

should be assessed together.

Scope of the Application Service and Expenses

After the permit type and document review, the work to be undertaken for the application, the appointment, responses on additional documents and post-decision procedures is determined. Despite a power of attorney, the administration may require personal attendance or biometric procedures.

The attorney’s fee is separate from fees, card charges, insurance, notary, apostille/certification, translation and possible litigation expenses. Amounts may vary depending on nationality, permit type, duration and the date of the procedure. In the consultation, which stages the fee covers is explained.

Access the official e-İkamet system (yeni sekmede açılır). Private websites with similar names are not the official application authority. Do not share your e-Devlet and UETS passwords.

Missing Documents and Accessible Application

If the missing or supplementary documents notified under Article 22/1 of the Regulation are not completed within 30 days, the application is removed from processing. The content and start date of the notification should be recorded; difficulties in obtaining documents should be raised with the authority in writing before the time limit expires.

If you have a disability, an illness, limited mobility or a need for communication support, state this before the application. The arrangements the administration can provide, and representation and translation needs, are planned according to the file.

Information Needed for the First Consultation

Prepare your passport, your current permit and your application records; if there is a decision, all of its pages and the notification record. If a permit expiry, a trip or an application deadline is approaching, mention it in your first message. The file-specific document list and the method of representation are settled in the consultation.
