Which institution made the announcement?

With its statement dated October 16, 2026, the Ministry of Justice announced that the Alo Adalet 135 Line has been made available at all courthouses in 81 provinces. The line had been launched as a pilot on September 1, 2026 at the Ankara Batı, İzmir and Kayseri courthouses.

Who is affected?

Files to which the applicant is a party and which are still open: court case files pending for more than five years and investigation files pending for more than three years. Requests concerning the judge’s discretion or the conduct of proceedings, complaints about judges and prosecutors, new requests by persons whose earlier application concerning the same file is still pending, and applications by persons under guardianship are outside the scope.

What procedure or document is required?

Identity and contact verification is carried out by calling 135. The Turkish identity number, the name of the relevant court or prosecutor’s office and the file number should be ready; the telephone used must be registered to the person in BTK records or verified through the Citizen Portal. Applying in person to the Judicial Services Efficiency Offices is also possible.

What are the deadline, if any, and the scope?

The statements do not mention an application deadline. This application is not an administrative application that must be exhausted before an individual application to the Constitutional Court or the routes under Law No. 6384, and it does not suspend the time limits for those applications; nor should it be used in place of an objection, an appeal (regional court of appeal) or an appeal to the Court of Cassation. In court case files, information is provided by SMS; in investigation files, only the receipt of the application is notified.

The Ministry of Justice (Adalet Bakanlığı) announced in its statement dated October 16, 2026 that the Alo Adalet 135 Line has been made available at all courthouses in 81 provinces. The line aims to channel applications concerning court cases pending for more than five years and investigations pending for more than three years. According to the Ministry’s explanations of how it works, applications received after identity verification are forwarded to the relevant units, and the scope of the information provided differs between court case files and investigation files. These periods, announced as application thresholds, are not statutory time limits for applications, nor are they a reasonable length of proceedings set for all files. [1] [2]

From the pilot scheme to service in 81 provinces

Minister of Justice Akın Gürlek announced that the Alo Adalet 135 Line, launched as a pilot on September 1, 2026 at the Ankara Batı, İzmir and Kayseri courthouses, has been extended nationwide. It was thus reported that the service, no longer limited to the pilot courthouses, has been made available to citizens at all courthouses in 81 provinces. [1]

The Ministry’s statement highlighted the aims of secure access to information on ongoing files, monitoring of delays and contributing to faster proceedings. [1]

For which files can an application be made?

The scope announced by the Ministry concerns files to which the applicant is a party and which are still open. The criterion is that more than five years have passed in court case files and more than three years in investigation files. The expression “more than” does not mean the same thing as the specified period merely having been completed. [1] [2]

Announced scope of applications
Type of filePeriod stated in the announcement
Court case fileFile pending for more than five years and still open
Investigation fileFile pending for more than three years and still open

Basis: [1] [2]

The explanation of how the pilot scheme works listed first-instance courts, regional courts of appeal and regional administrative courts. How periods spent at different stages of proceedings are to be combined, or how the threshold is to be calculated in special situations such as the transfer of a file, is not explained in detail in the announcements cited here; the scope for a specific file should be confirmed through the official channel. [2]

How does an Alo Adalet 135 application proceed?

The information on how the line works is based, in addition to the news of its nationwide extension, on the Ministry’s pilot statements and on the official Alo Adalet 135 service page. [2] [3] [6]

Identity verification and forwarding of the application

Identity and contact verification is carried out by calling 135. The application can be handled through an AI-supported voice assistant; if the process cannot be completed, or if the applicant so wishes, the caller can be connected to a specialist representative. The application received is forwarded to the Judicial Services Efficiency Office (Yargı Hizmetlerinin Etkinliği Bürosu) and, where necessary, submitted for the assessment of the relevant court or Office of the Chief Public Prosecutor. [2]

According to the official service page, the Turkish identity number, the name of the relevant court or prosecutor’s office and the file number should be ready. The telephone used to call must be registered to the person in BTK records or verified through the Citizen Portal. [6]

A separate statement by the Ministry also mentions that requests and applications can be submitted by applying in person to the Judicial Services Efficiency Offices. Applying by telephone and applying in person at the office are two separate means of contact. [3]

The nationwide announcement of the Gümüşhane Courthouse also mentioned the option of applying via the UYAP Citizen Portal. [7]

Information differs between court case files and investigation files

According to the Ministry’s explanation of how the line works, information on court case files is provided by SMS. In investigation files, however, owing to confidentiality, only the receipt of the application is notified. The line should therefore not be thought of as a file review service disclosing all documents in an investigation or the details of evidence by telephone. [2]

The official portal states that the “UYAP SMS” header should be checked and that the stage and outcome of a court case application can be followed on the Citizen Portal. [6]

Which applications are not processed?

The official service page lists as outside the scope requests concerning the judge’s discretion or the conduct of proceedings, complaints about judges and prosecutors, new requests by persons whose earlier application concerning the same file is still pending, and applications by persons under guardianship. The offices are not an inspection or judicial review authority. [6]

What information is useful to prepare before applying?

As a preparation suggestion, you may prepare a short note on the court or chief public prosecutor’s office handling the file, the case or investigation number, your status in the file, the start date as far as you know it, and the step that has been pending for a long time. Adding the last step you know of and the dates of any earlier applications also makes it easier to explain at which point the delay is occurring.

The chronology note above is a preparation suggestion. The identity, telephone and file information requirements on the official service page apply separately. Carry out identity verification as directed by the official channel; do not share unnecessary sensitive information, and keep the application reference if one is given. [6]

Legal assessment: the line does not replace legal remedies

This section provides a legal assessment together with the official service’s explicit warning on applications. The function of communication and monitoring of delays should not be confused with judicial applications. [6]

Statutory time limits must be protected separately

According to the official portal’s explicit warning, this route is not an administrative application that must be exhausted before an individual application to the Constitutional Court (AYM) or the routes under Law No. 6384, and it does not suspend the time limits for those applications. [6]

An application to Alo Adalet 135 should not be used in place of an objection, an appeal (regional court of appeal) or an appeal to the Court of Cassation. The announcements reviewed do not set out any rule stating that calling the line suspends or extends time limits for actions or legal remedies. Therefore, while awaiting the outcome of the notification, the procedural steps required in the file should be directed to the relevant authority within their own time limits. [1] [2]

Five and three years are not a lawful waiting period for all proceedings

The announced five- and three-year thresholds determine the announced application scope of this service. It cannot be concluded from them that it is automatically reasonable for every court case to last five years or every investigation to last three years. Likewise, exceeding these periods cannot be presented as giving rise, on its own, to an automatic finding of a violation or a right to compensation. [1] [4]

Article 36 of the Constitution on the freedom to seek legal remedies and Article 141 on concluding cases as quickly as possible should be borne in mind. There is no need to wait for the Alo Adalet 135 threshold to be reached in order to exercise other statutory rights; the conditions and time limits of each route of application are assessed separately. This news item is not a detailed guide to an individual application or a compensation claim that may be made on account of the right to a trial within a reasonable time. [4]

Monitoring delays does not mean determining the decision the court will give

Article 138 of the Constitution safeguards the independence of judges and the prohibition of orders and instructions concerning the exercise of judicial power. Consequently, the function of the line cannot be interpreted as ensuring that a case is won, having a decision set aside or requesting that a particular judgment be given. The receipt of an application is also not a guarantee that the file will be concluded by a particular date. [4]

As regards the quality of justice services, the real assessment should be based less on the number of applications than on identifying the cause of the delay, the relevant unit carrying out the necessary step and the applicant receiving explainable feedback. The aim of faster proceedings announced by the Ministry should not be reported as a measured finding that the scheme is already achieving this result in all files. [1]

Conclusion

The nationwide extension of Alo Adalet 135 across Türkiye offers an additional means of communication and delay monitoring for long-running open files. It is important that the application is made with the correct file details, that the confidentiality of investigations is respected and that judicial applications are pursued separately. Requesting information or follow-up through the line and taking the procedural step that protects a right within its time limit are not interchangeable acts. [1] [2] [4]

Frequently Asked Questions

Are files in Antalya also covered?

The statement on the nationwide extension covers all courthouses in 81 provinces; the Alanya Courthouse also published this announcement on October 16, 2026. For a specific file, the announced period, party status and open-file conditions are required separately. [5] [2]

Can I apply directly?

The Ministry has stated that citizens can submit their applications directly. However, using the line does not replace representation and legal remedy steps in the ongoing case. [1]

Is the content of documents in an investigation sent by SMS?

The Ministry’s explanation of how the line works states that, for investigation files, owing to confidentiality, only the receipt of the application will be notified. No promise has been made that the content of the file will be sent. [2]

Within exactly how many days is an application answered?

The official service page states that the line operates during working hours. However, a definite response time for all applications and the cost of the call could not be verified in the statements reviewed. [6]
