What does a work permit refusal decision mean?
The refusal of a work permit application means that the Ministry, having examined the application, has concluded that the foreigner does not meet the permit conditions in respect of the specific employer, job, workplace or form of work. The refusal of an initial application, the refusal of an extension request, the cancellation of a permit already granted and the termination of a permit are not the same act. Each may have a different material ground, a different addressee of notification and a different effect on the foreigner's work and residence status. [1, Art. 9, 15, 21]
Refusal of an initial application
When an initial application is refused, no valid work permit has yet arisen in the foreigner's name. For this reason, the fact that an objection has been filed against the refusal does not give the foreigner a right to start work. If the employer actually employs the foreigner, the sanctions for working and employing without a permit may come into play. [1, Art. 6, 23]
Refusal of an extension request
While an extension application made in time is being evaluated, the foreigner may continue to work, after the previous permit ends, for at most 90 days and only for the same employer, at the same workplace and in the same job. This temporary facility applies to the period in which the application is under evaluation. Once the evaluation ends with the Ministry's refusal decision, filing an objection or a suit does not by itself maintain the same authorization to work. The work situation after the date of refusal must be determined separately and without delay. [3]
Cancellation or termination of the work permit
Cancellation is the administrative act by which a work permit granted earlier loses its validity on grounds set out in the law or the regulation. Termination, on the other hand, is often connected with facts such as the end of the employment relationship, the foreigner's not starting work, or the employer's post-permit request. Treating refusal, cancellation and termination decisions under the same heading can lead to the wrong evidence and the wrong request being put forward. [1, Art. 15, 21] [2]
How are the grounds of refusal examined?
An effective objection file consists not of a general request that "the decision be lifted" but of a comparison between the ground relied on in the refusal and the application records. The examination should answer at least the following questions:
- Which authority gave the decision, on what date and under what transaction number?
- Which paragraph or paragraphs of Article 9 of Law No. 6735 is the refusal based on?
- Which evaluation criterion, and which dated version of it, did the Ministry apply?
- What job, salary, workplace, duty and foreigner profile were declared in the application?
- Did the fact regarded as missing exist on the date of application, or was only the document not submitted?
- Is the ground for refusal a deficiency that can be remedied later, or does it give rise to a dispute about the unlawfulness of the act?
- To whom and by what method was the decision notified?
The grounds of refusal in Article 9 of Law No. 6735
| Ground of refusal | Basic question to ask in the examination | Typical counter-document or explanation |
|---|---|---|
| Not in line with international labor force policy | Has it been made concrete why the application was not considered suitable in terms of sectoral, occupational and labor force policy? | Nature of the work, investment and employment impact, project and activity documents |
| False or misleading information and documents | Has it been determined which document is untrue or misleading, and why? | The original of the document, verification by the issuing institution, record correction letter, translation |
| Insufficient justification for employing a foreigner | Has the foreigner's special knowledge, experience or the need for the duty been explained? | Detailed job description, organization chart, project, education and experience documents |
| Work or profession reserved for Turkish citizens | Has the duty in the application been correctly matched with the prohibited profession? | Job description, professional legislation, distinction between title and actual work |
| Lack of the necessary qualification and expertise | Is there a fit between the qualification sought and the foreigner's education and experience? | Diploma, equivalence or preliminary permit, professional certificate, references and employment records |
| Failure to meet the Ministry's evaluation criteria | Which criterion was treated as not met, with which calculation and the data of which period? | SGK service lists, balance sheet, income statement, capital and salary records |
| Notification under Law No. 6458 | What are the scope and currency of the Ministry of Interior's notification? | Migration decisions, entry-exit and permit records, decisions of removal or correction |
| Public order, public security or public health | Is the assessment individualized and up to date? | Identity-matching records, judicial decisions, health or official status documents |
| Citizenship of a country that is not recognized or with which there are no diplomatic relations | Is there a favorable opinion of the Ministry of Foreign Affairs or a special status? | Favorable opinion or status document |
| Not made in time or deficiency not completed | Are the system dates, the request for additional documents and the upload records correct? | e-İzin timestamps, e-signature record, request and upload screens |
The table is intended to translate the grounds in the Law into the application file. The name of a ground does not by itself constitute a ground of objection; how the ground applies to the concrete case must be shown. [1, Art. 9]
Is it enough for the decision to state only an article number?
A general statement in the decision such as "not considered suitable under 9/e" may make it harder for the applicant to understand which criterion was not met. In the objection, the salary, employment, financial adequacy, job and duty information in the e-İzin application should be shown separately, so as to determine which criterion is being discussed. If the connection between the ground and the contents of the file cannot be established, this point can be raised both in the administrative objection and in judicial review.
If the criteria have changed, which date is taken as the basis?
The work permit evaluation criteria may change over time. The date on which the application was completed, the date of upload of additional documents and the date of the decision should be recorded separately. A threshold that enters into force later cannot automatically be applied to an earlier application; on the other hand, rules that were in force on the date of the decision and are applicable to the application process cannot be ignored either. For this reason, the objection should state not only the current criteria page but also the version applied to the application and its date of entry into force. [4]
Why do notification and application records matter?
The thirty-day period starts with notification
Under Article 21 of Law No. 6735, the Ministry's decisions may be objected to within 30 days of the date of notification. For calculating the period, the e-mail alert, the appearance of the result on the e-İzin screen and notification within the meaning of Notification Law No. 7201 (Tebligat Kanunu) should be kept apart. It should be determined which record has the legal character of notification for the applicant, the employer and, if any, the representative. [1, Art. 21] [7]
To whom is notification made?
In work permit applications tied to an employer, notification of the decision to the employer is important. For statuses issued directly in the foreigner's name, such as an independent work permit, an indefinite work permit or the Turquoise Card (Turkuaz Kart), notification may be made to the foreigner. That the foreigner learned of the refusal from the employer late does not in every case remove the effects of a properly made notification to the employer. For this reason, the employer's UETS, e-İzin and corporate e-mail records should be preserved together. [1, Art. 21]
The fifth-day rule in electronic notification
An electronic notification made through the National Electronic Notification System (UETS) is deemed made at the end of the fifth day following the date on which it reaches the electronic address. The date on which the message was read or the moment the SMS alert arrived may not be the same as the legal date of notification. The UETS evidence record and the electronic envelope information should be attached to the objection file. [7, Art. 7/a]
Why do e-İzin records matter as evidence?
The date the application was completed, the application number, the e-signature, the uploaded files, the request for additional documents, the time of upload and the result screen are the technical basis of the objection. A local copy of the application file on a computer alone may not be sufficient; the actual version uploaded to e-İzin should also be archived. Identical file names do not show that the contents are identical. The PDF version, the electronic signature and the upload record should be compared together.
How is the document file that answers the ground of refusal prepared?
Refusal because the evaluation criterion was not met
The employment, financial adequacy and salary criteria must be calculated separately. If the SGK employee list shows only a particular month, its consistency with the period used by the Ministry should be explained. If a capital increase, balance sheet or sales data arose after the date of the decision, it should be distinguished whether this is a document showing that the earlier act was unlawful or merely a new fact that can serve as the basis of a new application. [4]
The justification for employing a foreigner not being regarded as sufficient
The employer should explain why it needs a foreign worker not in general sentences but by reference to the duty and the activity. The following headings may be useful in the file:
- The daily and periodic duties of the job.
- The link between the foreigner's education, experience, language, technical knowledge or customer network and the duty.
- The business's project, contract, exports or foreign-market activity.
- The position of the duty in the organizational structure and to whom it reports.
- The consistency of the declared salary with the duty.
- An explanation showing that the foreigner is not replacing Turkish employees or showing the foreigner's complementary role.
A single sentence such as "foreign personnel are necessary" does not answer paragraph 9/c of the Law.
Insufficient qualification or expertise
Diplomas, certificates and experience letters should not merely be added to the file; their relation to the duty applied for should be explained. Where the issued document is in a foreign language, a duly made translation should be submitted; in fields requiring professional qualification or a preliminary permit, the document of the relevant institution should be submitted. In an experience letter, the duty, the dates and the signatory's authority should be verified.
Allegation of a false or misleading document
A refusal of this kind is more serious than an assessment of merely missing papers. In the objection, the source of the document, the date it was issued, the verification method, the translation and the uploaded version are set out. If there is a data-entry error made by the employer's staff or by an adviser who made the application, the nature of the error and that it did not alter the truth must be documented. Instead of defending an untrue document with an explanation of "inadvertence", the chain of the document and the official verification should be put forward.
Work or profession reserved for Turkish citizens
The title applied for and the work actually to be performed may differ. For example, using the title of a profession closed to foreigners is a ground for refusal; but if the person will not practice that profession and will perform only a different technical or administrative duty, the job description and the limits of authority must be clearly shown. An attempt to carry out the same activity by changing the name of a prohibited profession does not make the application lawful.
Public order or migration record
If there is a similarity of identity, a restriction that is no longer current, a lifted entry ban, an investigation that has not become final or a record belonging to a different person, this should be explained with documents. On the other hand, the mere absence of a criminal record does not by itself invalidate a public order assessment. What is discussed is the individualization of the fact relied on by the administration, its currency and its connection with the application.
Refusal because of time or missing documents
It must be determined when the request for additional documents was notified, which document was requested, what the last upload date in the system was and whether the e-signature step was completed. The fact that a file was selected in the system may not mean that the document was submitted, if the "upload" and "e-sign" stages were not completed. If a system failure is alleged, the screenshot, the support record and the time of application should be preserved.
How is the objection file to the Ministry prepared?
The objection is made through e-İzin
According to the Ministry's current explanation, an objection to a refusal is started from the "Rejected Applications" area in the e-İzin system; it is completed by uploading an explanatory petition and supporting documents and signing with an e-signature. Merely sending a CİMER application, an e-mail or a physical petition does not mean that the special objection step in the system has been completed. [3] [5]
Who should file the objection?
In a work permit tied to an employer, the application and decision records are handled through the employer, so the e-İzin objection too is completed through the authorized employer account and electronic signature. Signing authority on behalf of the company, representation and the power-of-attorney relationship should be checked. If the foreigner and the employer submit different statements against the same ground of refusal, this damages the credibility of the file.
The recommended structure of the objection petition
- The date and number of the refusal decision, the date of notification and the application number.
- The type of application, the employer, the foreigner, the duty, the salary and the workplace.
- The ground or grounds of refusal stated in the decision.
- A separate legal and factual explanation against each ground of refusal.
- Documents that existed on the date of application and were wrongly assessed.
- If something was submitted incompletely, the reason for the deficiency and a supplementary document.
- Separating newly arisen facts from the earlier act.
- A clear request: that the decision be lifted and the application be re-evaluated.
- A list of annexes and matching of file names with the e-İzin uploads.
It is not enough for the petition merely to list provisions of the legislation. Each provision must be linked to the concrete data in the application.
The main document groups to be included in the objection file
| Document group | Content | Checkpoint |
|---|---|---|
| Decision and notification | The refusal decision, UETS/e-İzin/e-mail records | Start of the period and the addressee |
| Application record | Form, application number, e-signature and upload list | The version examined by the administration |
| Employer documents | Registry, tax, balance sheet, SGK, activity and authority documents | Criterion period and currency |
| Foreigner documents | Passport, diploma, experience, professional permits | Link to the duty and translation |
| Employment relationship | Contract, job description, salary and workplace information | Consistency with the application form |
| Special justification | Project, export, customer, care need or sector document | The real reason for employing the foreigner |
| Technical record | Request for additional documents, upload, support and system records | Proof of time and completion |
The last day of the thirty-day period should not be awaited
The objection requires an e-signature, file upload and system verification. To guard against technical problems that may arise on the last day, the application should be completed early, and the completion screen and the application number should be kept. If an incomplete or wrong annex is detected, the possibility of correcting it within the period should be investigated.
Objection, new application or annulment action?
These three routes do not serve the same purpose or have the same time limit.
| Route | When may it be more suitable? | Main risk |
|---|---|---|
| Objection to the Ministry | Where the ground of refusal can be rebutted with documents that existed on the date of application, or the missing document can be completed | Missing the 30-day period; a general petition and unsupported explanations |
| New application | Where the ground of refusal has been remedied afterwards and new conditions have arisen | Not suspending the earlier objection or suit period; working before the new permit is issued |
| Annulment action | Where the objection has been rejected and unlawfulness in respect of competence, form, ground, subject or purpose can be alleged | The fact that bringing an action does not give an automatic right to work and reside |
When does a new application make sense?
The Ministry states that a new application may be made if the deficiency that was the ground of refusal has been remedied. For example, a new application may be considered if the minimum capital has been completed afterwards, the required number of Turkish employees has been reached or a valid document has been obtained. A new fact does not prove the unlawfulness of the earlier act as of the date of application; it is the basis of the new application. [3]
Does a new application protect the earlier time limits?
No. A new application neither suspends nor restarts the 30-day objection period against the earlier refusal decision or, if there is one, the time limit for filing suit. Seeking the annulment of the earlier decision and seeking a new permit under changed conditions are separate acts. A separate timeline should be kept for each.
What does the option of waiving the objection mean?
The e-İzin guide shows a "waiver of objection to refusal" step for cases in which no objection will be made within the 30-day period or in which an application will be made on the foreigner's behalf from a different workplace. Because this choice may have consequences for the earlier decision and for possible judicial rights, it should not be made merely so that a new employer application can be sped up. The waiver text on the system screen should be read and the result of the step recorded. [5]
How is the annulment action assessed if the objection is rejected?
The court with subject-matter and territorial jurisdiction
The competent judicial authority against a refusal or an objection-rejection act of the Ministry of Labor and Social Security is the administrative court. Territorial jurisdiction is, as a rule, determined by the place where the administrative authority that issued the act is located; for acts of the central organization, the Ankara administrative courts come into play. Special cases in which the act was issued by another competent authority must be examined separately. [6, Art. 2, 32]
The time limit for filing suit
Law No. 6735 provides a special 30-day period for objection to the Ministry; after the rejection of the objection, it leaves the route of administrative justice open. To the extent that no special judicial period is specified for the annulment action, the general 60-day time limit for filing suit under the Administrative Procedure Law (İYUK) is taken into account. However, a direct action, the nature of the special administrative objection, the effect of the objection on the period, UETS notification and earlier applications must be calculated together in the concrete file. No single example calendar should be applied to all files; one should act on the earliest possible final date. [1, Art. 21] [6, Art. 7, 11]
Which unlawfulnesses can be raised in the petition?
In an annulment action, the act is reviewed in terms of the elements of competence, form, ground, subject and purpose. The main allegations may be the following:
- The ground of refusal not matching the file records.
- Use of a criterion with the wrong date or one that cannot be applied.
- Incorrect calculation of the criterion.
- Failure to assess an essential document that existed in the application.
- Wrong matching of an identity or company record.
- Exercise of discretionary power without a concrete justification.
- Failure to carry out an individualized review in terms of equality and proportionality.
- Procedural deficiencies affecting notification and the opportunity of defense.
What does a stay of execution achieve?
Bringing an action does not by itself stay the execution of the act. For a stay of execution, the conditions that the act is manifestly unlawful and that its implementation would cause damage that is difficult or impossible to compensate must be put forward together. Because a refusal act is negative in nature, the concrete result that interim protection could produce must also be explained. A court's stay of execution does not mean in every case that a work permit card will be issued directly. [6, Art. 27]
Does an annulment decision directly grant a work permit?
As a rule, an annulment decision removes the unlawful refusal act and leads the administration to carry out a new act in line with the reasoning of the decision. The administration may remedy the deficiency identified by the court and re-evaluate the application. In various decisions of the Council of State (Danıştay) on work permits too, it is stated that an annulment ruling does not mean that a permit is issued directly to the person, and that current conditions will be re-examined by the administration. [14]
Work and residence status in Türkiye after a refusal decision
An objection or suit does not give a right to work
If an initial application has been refused, the foreigner cannot start work. If a permit already granted has been cancelled or an extension request has been refused, the filing of an objection or suit does not by itself make the permit document valid again. The foreigner's continuing to work may give rise to administrative fines and other measures against both the foreigner and the employer. [1, Art. 6, 23] [10]
The limit of the ninety-day extension protection
If an extension application has been made in time, work for the same employer and in the same job is possible, for at most 90 days after the previous permit ends, until the application is concluded. This period is not an unlimited authorization to work that continues through an objection or suit after the refusal decision. The work situation should be reorganized as of the date on which the refusal decision was notified. [3]
The relationship between a work permit and residence
Fixed-term, indefinite and independent work permits in principle replace a residence permit. There are special provisions for work permits issued under the statuses of temporary protection, international protection applicant and conditional refugee. Whether a person whose work permit has been refused has another valid residence permit, visa or protection status must be examined separately. A citizenship application, a case file or a new employment contract does not by itself create a right to stay. [8, Art. 27] [1]
The employer's post-permit notifications
The start of the employment relationship, its end or circumstances requiring the cancellation of the permit must be notified to the Ministry within 15 days. SGK notifications of leaving the job and other social security notifications are subject to their own periods. The notification to the Ministry and the notification to SGK are not the same act. [1, Art. 22] [10]
2026 sanctions for working without a permit
In the Ministry's 2026 table, an administrative fine of TL 102,503 for each foreigner is specified for an employer who employs a foreigner without a work permit; TL 40,977 for a foreigner working dependently without a permit; and TL 82,010 for a foreigner working independently without a permit. A fine of TL 6,805 is provided for violation of the notification obligation. The fines are increased in case of repetition. These amounts belong to 2026; the official tariff on the date of the act should be taken as the basis. [10]
Apart from the administrative fine, a deportation assessment of the foreigner, the employer's liability for travel expenses and SGK/tax consequences may also come into play. The legal status should be clarified before actual work is continued after a refusal decision.
When a permit is issued after the refusal decision is lifted or a new application is accepted, the work permit fee and the value-bearing paper fee on the date of the act are paid separately. For 2026, the fee for a work permit of up to one year has been announced as TL 12,574.90, and the work permit card fee as TL 964. These amounts are not the cost of an objection application; they are public payments connected with the issuance of the permit and may change in later years. [9]
What do court decisions show for refusal files?
A company's financial data may lead to different outcomes alone or in context
In decision E.2017/1899, K.2021/5435 of the 10th Chamber of the Council of State, in an application from the period of the repealed Law No. 4817, the insufficient connection between the ground that the company was making a loss and contributed nothing to the economy and the statutory provision of that date was discussed, and the annulment decision was upheld. By contrast, in decision E.2018/124, K.2022/213, which also concerned the period of the old legislation, the majority upheld the annulment decision in an extension application of company partners; the dissenting opinion regarded the loss, personnel and commercial activity as sufficient for refusal. These decisions cannot replace the current Law No. 6735 and the numerical 2026 criteria; however, they show that the legal basis on which the administration uses financial and employment data must be demonstrated. [11] [12]
A later application does not revive a missed time limit
In decision E.2018/4842, K.2023/3424 of the 8th Chamber of the Council of State, applications made to the administration against the cancellation of a work permit and the time limit for filing suit were examined; it was emphasized that later applications in the same direction would not revive the lapsed period. The decision does not concern the current 30-day e-İzin objection under Law No. 6735; however, it shows that the decision dates and application dates must be tracked separately. [13]
An annulment decision requires a new assessment
In decisions of the Council of State on work permit approvals, it is stated that a court's annulment does not directly result in the issuance of a permit, and that whether the person meets the conditions under the current legislation must be assessed separately by the administration. For this reason, the request in the statement of claim and the follow-up after the decision should not be reduced to the expectation that "a card will be issued". [14]
Step-by-step roadmap after a refusal
- Obtain the refusal decision with all its pages and the notification record.
- Export the entire e-İzin application with the actual files uploaded.
- Calculate the 30-day objection period according to the UETS and notification record.
- Match the ground of refusal with Article 9 of Law No. 6735 and the criterion applied.
- Separate the evidence that existed on the date of application from the new facts that arose afterwards.
- Assess the options of objection, new application and suit separately.
- Check the foreigner's work and residence status on the same day.
- Complete the objection through e-İzin with an e-signature and preserve the records.
- If the objection is rejected, examine the conditions of the suit and of a stay of execution together with the notification.
- After a court or Ministry decision, follow the implementation of the new act and the permit record.
Common mistakes
- Uploading a standard objection petition without seeing the ground of refusal.
- Confusing the e-mail date with the notification date within the meaning of the Notification Law.
- Believing that a new application suspends the earlier objection or suit period.
- Presenting capital or employment that arose after the date of application as direct proof that the earlier act was wrong.
- Relying on another version on the computer instead of the actual file uploaded to e-İzin.
- Thinking that work may continue because an objection or suit has been filed.
- Carrying the 90-day facility in an extension application over to the period after refusal.
- Treating a stay of execution as automatic or as directly resulting in a permit.
- Submitting contradictory statements by the employer and the foreigner about the duty, salary or workplace.
- Not following up whether the administration has carried out a new act after the decision was annulled.

Conclusion
In the refusal of a work permit application, what is decisive is less the article number in the refusal decision than how that ground applies to the application file. The thirty-day objection to the Ministry should be completed through e-İzin with an explanatory petition and evidence; a new application and an annulment action should be treated as routes with different purposes and time limits. Making an application against a refusal decision does not by itself maintain the right to work or reside. For this reason, the calculation of time limits, the evidence file and the foreigner's current status must be managed at the same time.
Frequently Asked Questions
Within how many days can a work permit refusal decision be objected to?
The Ministry's decision may be objected to within 30 days of the date of proper notification. The UETS, e-İzin and e-mail records should be examined together. [1, Art. 21]
Where and how is the objection made?
The objection is completed through the rejected application record in the e-İzin system, by uploading an explanatory petition and supporting documents and signing with an e-signature. [3] [5]
Can the foreigner object alone?
In applications tied to an employer, the process runs through the employer's account. In decisions on an independent or indefinite permit or the Turquoise Card, the foreigner may be the direct addressee. Authority of representation and e-signature should be checked. [1, Art. 21]
Does the 30-day period start on the day the e-mail arrives?
Not every e-mail is a notification within the meaning of the Notification Law. A definitive calculation should not be made on the e-mail date alone without examining the UETS or other procedural records.
When is a UETS notification deemed made?
An electronic notification is deemed made at the end of the fifth day following the date it reaches the addressee's electronic address. [7, Art. 7/a]
What if the refusal decision contains only an article number?
By comparing the application form, the criterion calculations and the uploaded documents, it is determined which fact was treated as the ground of refusal. The failure of the justification to be made concrete can be made the subject of an objection and a suit.
Can new documents be submitted for the objection?
Yes. The Ministry's guide provides for information and documents proving the ground of refusal to be attached to the objection application. It should be explained whether a document shows the situation on the date of application or a new fact that arose afterwards. [5]
If a missing document is completed later, can a new application be made?
Yes. The Ministry states that a new application is possible when the deficiency that was the ground of refusal is remedied. A new application does not suspend the earlier objection and suit periods. [3]
Is an objection or a new application faster?
It depends on the file. Where there has been a wrong assessment, an objection; where the condition arose afterwards, a new application may make more sense. The effects of the two routes on the time limits and on work status must be assessed separately.
Can a different employer make a new application?
Yes, but a new employer's application is subject to the initial application procedure. One cannot work for the new employer on the basis of the old permit or refusal record; the result of the new permit must be awaited. [3]
Is it mandatory to waive the objection?
No. The system may offer a waiver option for cases in which no objection will be made or an application will be made through a different employer. The legal consequences should be assessed before the waiver step is taken. [5]
If the objection is accepted, is the work permit issued immediately?
It depends on the content of the acceptance decision. The Ministry may lift the decision and re-evaluate the application; the payment and document-issuance stages are completed separately.
If the objection is rejected, can a suit be filed?
Yes. Law No. 6735 keeps the route of administrative justice open if the objection is rejected. Jurisdiction, venue and the time limit for filing suit are calculated through the notification chain. [1, Art. 21]
Is the time limit for filing suit 60 days in every case?
The general period under the İYUK is 60 days; however, the special 30-day objection, the option of a direct action, notification and earlier applications must be assessed together in the concrete file. The safe final date should be calculated separately. [6, Art. 7, 11]
Does filing a suit give a right to continue working?
No. A suit or an objection to the Ministry does not by itself make the work permit valid. If the initial application has been refused, the foreigner cannot start work.
Can a foreigner whose extension application was refused work for 90 days?
The 90-day facility applies during the evaluation of an extension application made in time and on the condition of the same job/workplace. It does not continue automatically after a refusal decision. [3]
Can a stay of execution be requested?
It can, if its conditions exist. A manifest unlawfulness and damage that is difficult or impossible to compensate must be explained together; the request is not accepted automatically. [6, Art. 27]
Does an annulment decision ensure the direct grant of a work permit?
As a rule, no. The administration re-evaluates the application in line with the reasoning of the court decision and examines the current conditions.
Does a refusal decision affect the residence permit?
Because a work permit in most cases replaces a residence permit, a refusal or cancellation may affect the status of stay. Whether there is another valid residence or protection status must be checked separately. [8, Art. 27]
What happens if work continues after a refusal?
An administrative fine and other measures may be applied to the employer and the foreigner under Law No. 6735. The 2026 amounts should be checked in the official table on the date of the act. [10]
What is the most important document in the objection file?
There is no single document. What matters is a consistent file that shows together the refusal decision, the notification, the e-İzin application record and the documents that rebut the ground of refusal.
