An employer withholding income tax in the payroll does not mean the employee never has to file an annual return. The filing obligation depends on the year in which the wages were earned, the number of employers, the total amount and whether tax was withheld. In a year in which the employee changes jobs, even if the wages from the second employer look low, the need to run the calculation does not go away.

Withholding of tax on wages by the employer and the employee’s filing of an annual return are separate obligations. Multiple employers, high-value wages or a payment received from a foreign employer can change the annual assessment.

Wages Are Not Limited to a Monthly Salary

For purposes of the Income Tax Law, wages cover money, in-kind items and benefits that can be represented in money, provided in return for work that is dependent on an employer and tied to a specific workplace. Premiums, bonuses, attendance fees (huzur hakkı) and similar payments are assessed according to their own legal nature. Giving the payment a different name in the contract does not by itself change the result.

Using the net bank payment in the filing-threshold calculation is incorrect in most cases. The net taxable amount of the wages and the related deductions are determined from the payroll records. The existence of refunds, corrections and other benefits during the year is also checked. [1; Income Tax Law Articles 61–64, 86, 103]

The 2025 and 2026 Thresholds Are Tracked Separately

Filing check2025 wages2026 wages
Upper limit for wages from a single employer subject to withholding, or for the total of all wages4,300,000 Turkish lira (TL)5,300,000 TL
Limit for the total of wages received from employers after the first330,000 TL400,000 TL

A person who works for more than one employer may choose which employer to count as the first. This choice matters for the total of the wages obtained from the remaining employers. However, the upper limit on the total of all wages applies separately. When exceeding one of the limits results in a filing requirement, the return covers all of the relevant wages, not only the portion that exceeds the limit.

Wages from a Single Employer, from Multiple Employers or from Abroad

For a person whose taxable wages from two employers in 2025 are 900,000 TL and 300,000 TL, if the higher-paying employer is chosen as the first, the wages from the subsequent employer do not exceed 330,000 TL, and the total does not exceed 4,300,000 TL. If the other conditions are the same, no annual return is required for these wages.

If the same person’s second wages are 350,000 TL, the subsequent-employer limit is exceeded; the total wages of 1,250,000 TL become subject to the annual return. On the other hand, if the amounts received from the two employers are 4,100,000 TL and 300,000 TL, then even though the second-employer limit is not exceeded, the total of 4,400,000 TL exceeds the upper limit, so a return is required. The examples relate only to wages subject to withholding; other income items are examined separately.

Job Changes and Group Companies

When the employer changes, the fact that two companies belong to the same group does not automatically make them a single employer. Transfers, mergers and special payroll-continuity situations are assessed under their own provisions. The fact that the previous tax base was carried over in the payroll also does not take the place of the annual filing check.

The employee should obtain a tax base and withholding statement from all of their employers without waiting for the end of the year. The December payroll may show only the situation at the last employer. The number of employers and the total income should be consolidated in the employee’s personal file.

Income Tax and Exemption Conditions for Wages Received from a Foreign Employer

Receiving payment in foreign currency from a foreign company does not provide an income tax exemption in every case. Under the foreign-employer wage exemption in Article 23 of the Income Tax Law, the employer’s status, the payment being made from its earnings abroad, and other conditions are required together. Activity in Türkiye, expense recording or the payment structure can change the result.

For wages that do not meet the exemption conditions and are not subject to withholding in Türkiye, it should not be assumed that the high filing limits for wages subject to withholding apply automatically. If there is a double taxation treaty, the place of work, residency, duration and employer conditions are examined separately. A remote-work contract alone does not settle in which country the tax arises.

Crediting Withheld Taxes and Deducting Eligible Expenses in the Wage Tax Return

In the annual return, documented withholdings relating to the declared wages are credited against the calculated tax. This mechanism aims to prevent the same income from being taxed twice; it does not make filing a return unnecessary. Deductions such as education and health expenses and eligible insurance premiums are subject to their own limits. A premium used in the payroll cannot be deducted again for the same amount.

Does the employer’s failure to inform the employee remove the employee’s annual filing obligation?

The annual personal filing obligation and the employer’s withholding obligation are separate. Missing payroll information should be completed; if there is a dispute, bank records, contracts and payrolls should be compared.

Can action be taken today for 2025 wages?

The ordinary filing period of March 2026 has passed. If a deficiency is noticed, correction or voluntary-disclosure (pişmanlık) conditions are assessed according to the nature of the delay. Applications made before and after the tax administration’s examination or determination may not have the same consequences.

The Number of Employers Is Not the Same as the Number of Workplaces

Working at different workplaces of the same employer must be distinguished from receiving wages from different legal entities. In situations such as group companies, mergers, transfers and workplace relocations, payroll continuity and the employer’s identity are examined together. For a person who changes jobs during the year, an assessment of multiple employers may arise even if the employers did not overlap in time.

Determining the first employer among multiple employers affects the limit calculation for wages received from the other employers. The calculation is made not from the net bank payment but from the wage amounts subject to income tax. Premiums, bonuses, attendance fees and board of directors payments are also examined according to their legal nature. Not every payment in the payroll enters the wage tax base in the same way.

Foreign Employer and Remote Work

Receiving payment from a foreign company does not mean the wages are automatically exempt from tax. Special exemption conditions, such as the location of the employer’s legal and business headquarters, payment being made in foreign currency, the source of the earnings and expense recording, are examined together. Where remote work in Türkiye is actually performed may matter in assessing the place of work and the duration under the treaty provisions.

Crediting in Türkiye for tax withheld abroad is also subject to documentation and limit conditions. The word “tax” appearing in the employer’s payroll does not by itself show that the whole payment corresponds to creditable Turkish income tax. The type of the tax, where it was paid and its relation to the relevant income should be verified.

Minimum Wage Exemption and the Former “Other Wages” Regime

The minimum wage exemption does not leave all the wages of a high earner outside the return. The exemption and the annual filing limit are different rules; the exemptions and withholdings applied during the year are assessed so that they do not create a duplicate advantage in the return.

The 2021 guide “Taxation of Other Wage Earners” (Diğer Ücretlilerin Vergilendirilmesi) describes the lump-sum regime of that period. The former “other wages” provision in Article 64 of the Income Tax Law was repealed by Law No. 7349 effective January 1, 2022. The tax booklet and the former payment procedures in that guide cannot be carried over as current obligations to a 2026 employee. If there is a dispute for a past period, the former regime is examined for its own period.

From the Payroll to the Annual Return Crediting Check

In the annual wage statement, each employer, the period of work, the taxable amount, the exemption and the withholding should be on a separate line. The withholding on wages not included in the return is not deducted from other declared income tax merely because it belongs to the same person. A missing employer record or a duplicate payroll should also be corrected in the pre-filled Ready Declaration (Hazır Beyan) data.

Decision to Make Before Acting and the File to Prepare

Consolidate the gross amount of the wages received from each employer and the tax withheld in the annual statement. Do not confuse the check for the wages of the second and subsequent employers with the total wage limit; document separately the exemption conditions for payments from foreign employers.
