Ready Declaration (Hazır Beyan) helps prepare the return in advance and file it electronically for certain individual incomes. The information shown on screen is not a final tax determination. The year to which the income belongs, taxpayer status, amount, exemptions, expenses and withholdings must be checked by the user. Saving the return, approving it and paying the tax are separate stages.
Legal nature of the system and how it differs from other obligations
The Ready Declaration System makes it easier to declare certain incomes electronically; information shown in the system does not remove the duty of legal classification and verification. Saving a draft does not mean that the return has been approved or that the tax has been paid.
Which income earners can use the Ready Declaration System?
The system is designed for the relevant individuals who declare rental income, wages, income from movable capital and other gains and income. Where a person has commercial, agricultural or independent professional activity, their filing channel and scope are assessed separately. Being able to log in does not show that every income type can be declared correctly on the same screen. [1]
Not having a prior tax record does not remove the tax obligation of a person who must file for the first time. Registration and filing are carried out under the rules of the system and the competent tax office. When filing through a representative, authority and electronic access must be set up separately; sharing personal passwords with third parties is not an appropriate method.
Distinguishing the filing year from the income year in the Ready Declaration System
The ordinary income tax return filed in 2026 mostly concerns 2025 income. Therefore, the fact that the interface is the 2026 version does not mean that all 2026 thresholds will be used in the calculation. If a correction for a past year is being made, the correct filing year and return type are selected.
Situations such as death, leaving the country or a special partial period may not follow the same process as the standard annual screen. The relevant electronic filing program and the tax office procedure should be checked. Entering the account of a deceased person as an ordinary user to complete the process does not solve the authority problem.
How are pre-filled incomes verified?
Bank transactions, title share, lease contract, payroll and investment report are compared. Deposits held in a rental account, refunds and shares belonging to another person are separated. For wages, the records used are not only the net bank payment but also the taxable amount and withholding records. For investment income, the sale price and the gain are different things.
For example, if the entire rent of a jointly held home has been paid into one person's account, the amount shown on screen should not be accepted as that person's income without reviewing each co-owner's legal share. On the other hand, a payment made into another person's account does not allow the owner to leave their own income out of the return. Actual beneficial ownership and the collection relationship are explained together.
Order of exemptions, expenses and deductions
An exemption attached to an income item and the education, health or insurance deduction made through the return are not the same field. When choosing the rental expense method, the conditions of the actual-expense and flat-rate methods are checked; for wages, the number of employers; for investment income, the scope of the final withholding. A program allowing a field to be filled does not prove that the right to a deduction exists in law.
After the tax base is calculated, withholding and other offset records are reviewed. Entering the net collection instead of gross income and separately offsetting the withholding may reduce the tax twice. A payroll record or invoice should not be used more than once in different deduction fields.
Final screen check before approval
| Step | Check |
|---|---|
| Identity and period | Correct taxpayer, year and return type |
| Income | Type, gross/net distinction and ownership of the income |
| Exemption and expense | Legal condition, method and limit |
| Deduction and offset | Document, limit and duplicate use |
| Approval | Return summary and assessment |
| Payment | Due date, correct debt and receipt |
A return should not be approved by looking only at the final calculated tax without reading the return summary. A lower-than-expected tax is not always a correct result; it may show a forgotten income item. A higher-than-expected tax may result from missing withholding or a wrong expense choice.
Post-approval correction and payment
The approved return and the assessment slip are kept. Payment is made separately and matched with the tax office record. Sending the return does not mean that money is automatically collected from a bank account. The due dates of instalments and any offset or refund process are tracked separately.
If an error is found later, the route — an amended return or the relevant application — is assessed according to whether the error increases or decreases the tax and according to its detection status. Whether voluntary-disclosure (pişmanlık) conditions exist for an action outside the statutory period is also reviewed separately. Ticking an option on screen does not create a voluntary-disclosure right where the legal conditions are not met.
If no income appears in the system, is a return unnecessary?
No. The absence of data pre-filled by the administration does not remove the actual income. The filing obligation is determined by law and by the person's actual situation.
If documents were not attached, is there no need to keep them?
No. Not attaching a document to the system, presenting it when requested and keeping it for the statutory retention period do not remove the obligation. The link between the documents and the return must be preserved.
If there was business activity during part of the year
The 2026 implementation guide for the Ready Declaration System separately restricts the filing channel for persons who had commercial, agricultural or independent professional activity at any time in the relevant year, and for persons under the simplified regime. Being able to log in does not show that the return may be filed through this channel. The fact that the activity was ended during the year does not automatically remove the past activity period either.
For this reason, one should not look only at the open taxpayer screen at year end. Opening, closing and activity history are checked throughout the income year. The appropriate electronic filing channel is selected and, where necessary, a registered professional (meslek mensubu) is used. The fact that a rent or wage record appears in Ready Declaration does not by itself mean that this channel may be used.
Banking data and the legal nature of income
A pre-filled collection may be a loan repayment, a deposit, a shared-expense contribution or money belonging to another person. On the other hand, cash or foreign collections that do not appear in the system may also create income that must be declared. Each bank entry needs to be matched with the contract and the actual transaction.
For rent, the type of property, ownership share and income year; for wages, the employer and withholding; for investment income, the product and the issue date are checked separately. An amount below the filing threshold and an amount that is exempt are different things. Even if the system has calculated a field automatically, a wrong choice of income type by the user may lead to a result that is not legally correct.
Amended returns and voluntary-disclosure options in the Ready Declaration System
If an error is noticed in an approved return, the new step is assessed together with the date of the original return, the tax difference and the statutory period. Not every amended return automatically provides voluntary-disclosure protection. Obstacles such as an examination or notice, the fifteen-day completion and payment conditions, and the consequences of irregularity are also checked separately.
Saving a draft, approving the return, obtaining an assessment and paying the tax are four distinct stages. Having an assessment slip does not show that payment was made. In the final check, the approved return, the assessment, the payment and any refund or offset request should be linked together, and downloadable transaction documents should be kept alongside screenshots.
When no return is required and a prior record is being sought
Having filed a rental return in a previous year does not mean that tax will necessarily arise in every subsequent year. In situations such as a sale, income that is withheld at source, the owner living in the property themselves, or falling below an exemption or filing threshold, the relevant petition menu in the system may be used. The reason given for the petition must match the actual facts; it is not a free choice that eliminates income which must be declared. [3]
To check the previous expense method, open the approved return for the relevant year. The two-year limitation on choosing flat-rate expenses is checked against this record before a method is selected in the new return. The calculation screen for a property sale also gives a meaningful result only if the acquisition date, cost and nature of the sale are entered correctly.
Document upload, first registration and access problems
Not uploading an expense or deduction document to the system does not mean that the document is unnecessary. Documents must be kept for the statutory retention period and presented when requested. A person filing for the first time can open a taxpayer record through the approval process. Login options include the user code, e-Devlet, or the appropriate method for foreign identity holders.
The brochure explains a temporary block after five incorrect entries, with a half-hour wait. A technical problem does not automatically extend the statutory filing period. The user should keep transaction records and seek help through the official support channel.
Decision before acting and the file to prepare
Choose the correct income year; compare bank and institutional records with your own documents. Verify the gross amount of income, the withheld tax and the deductions in separate fields. Keep the approval, assessment and payment documents together with the supporting records.
