The correct corporate tax rate cannot be chosen by looking only at a company’s name or main activity code. The type of entity, the activity from which the earnings arise, the fiscal period and any special deduction conditions are assessed together. Export, production, public offering and investment incentive rules are not the same legal mechanism. Adding several advantages together arithmetically is not possible in every case.
Legal Nature of the Practice and How It Differs from Other Obligations
The reduced corporate tax rate and the earnings exemption are different legal instruments. A company carrying on an activity does not mean that all of its earnings will be taxed at the reduced rate attached to that activity.
General Rate and Special Corporate Groups
For 2026, the general corporate tax rate is 25%. A 30% rate applies to certain special groups, such as the financial institutions listed in the law and certain project companies. The scope of these groups is not limited to the word “bank”; the company’s legal status and contractual activity are examined. [1; Corporate Tax Law Article 32]
The general rate does not mean that every income item is taxed in the same way. Earnings exempt from tax, earnings from activities subject to a reduced rate and ordinary operating earnings are first separated. If the accounting results do not support this separation, the calculation becomes risky.
Separating Export and Production Earnings
For 2026, two provisions are significant: a five-percentage-point reduction on eligible earnings from exports, and a one-percentage-point reduction on eligible production earnings of companies that hold an industrial registration certificate (sanayi sicil belgesi) and actually carry out production. The ratio of export gross receipts to total gross receipts and direct export earnings are not the same concept. First the relevant earnings and expenses are identified; shared expenses and depreciation are then addressed using appropriate allocation principles.
The fact that the same production earnings are exported does not mean that the five-point and one-point reductions are simply added together. Which reduction applies to which earnings is determined by the priority and scope rules in the legislation. In intermediated exports, the contract and the intermediary status provided for by law are also separately required.
The 2027 Change Cannot Be Carried Back to 2026
Under Law No. 7582, a rate of 12.5% has been set for companies that hold an industrial registration certificate and actually carry out production, for earnings derived exclusively from production and for related earnings from agricultural production activity. This change takes effect for earnings of 2027 and later periods; for special accounting periods, it takes effect for the relevant periods beginning in calendar year 2027. The March 2026 guide alone does not explain this later change; it must be read together with the current law. [Corporate Tax Law Article 32/8; Law No. 7582 Article 8]
A rate mentioned in a news report, a bill or a statement cannot be used in place of the final text that has entered into force. In particular, applying future reductions early in the 2026 return may cause a tax shortfall. The tax working paper should show “the date the law was published” and “the period in which it applies to earnings” in separate columns.
Public Offering and Investment Incentives
For companies making an initial public offering (halka arz) for the first time, there are special reduction provisions concerning the public float ratio, the period and the entities excluded from scope. The mere listing of shares on the stock exchange does not show that all conditions have been met. The effect on earlier reductions of losing the condition in later years must also be monitored.
For investment incentives, the reduced corporate tax is linked to the investment contribution amount, the contribution rate and the limits on use of the benefit. The existence of a rate reduction does not mean that an unlimited low rate can be applied to all of a company’s earnings. The incentive certificate date, the investment expenditure, the start of operations and the contribution amount used are tracked separately.
Comparison with the Domestic Minimum Corporate Tax
After the normal corporate tax has been calculated with reduced rates, the check for the domestic minimum corporate tax (yurt içi asgari kurumlar vergisi) is carried out. Some reduction effects allowed by the law may also be taken into account in the minimum tax calculation; it cannot be said that all incentives are preserved in the same way. If this stage is skipped, the result may be incomplete even if the normal calculation is correct.
Calculating Tax Where Several Activities Are Carried On Together
Suppose a company has domestic production income, export income and investment income outside production. Rather than applying a single reduced rate to the whole company, the earnings and expenses of these activities are separated. Shared expenses are allocated with documentation, and the rate for the relevant period is applied to each group. The normal tax and the minimum tax are then compared. This method can produce a different result from a rough calculation that simply multiplies income percentages.
Documents Supporting the Corporate Tax Rate: Activity, Earnings Allocation and Incentive Records
An activity-based income and cost schedule, the industrial registration certificate, export and intermediary documents, the investment incentive certificate and contribution tracking table, public offering records and a note on the effective date for each period should be kept together. The reason for a reduced rate should be explained not in a single sentence but through the link between the earnings and the documents.
Are all bank interest earnings of a production company production earnings?
Whether an income item outside the main activity falls within the scope of the reduction is assessed separately. A company being a producer does not mean that each of its income items counts as production earnings.
Does a new rate apply as soon as it is published?
The entry-into-force provision is decisive. The date on which the regulation enters into the legal system and the accounting period whose earnings it applies to may differ.
Applying the IPO Reduction Together with the Activity Reduction
For eligible companies that meet the requirement of an initial public offering of at least 20% for the first time, the two-point reduction is assessed under the period and scope conditions of the law. Not every publicly listed company automatically enters this application. The timing of the offering, the maintenance of the ratio, entities specifically excluded from scope, and events such as liquidation or transfer are checked.
On eligible earnings, the IPO reduction may be considered together with the export or production reduction. However, the five points for exports and the one point for production cannot be added together on the same production earnings. In the tax rate calculation, the part of the earnings to which each reduction applies must be shown separately. The reduction is applied according to eligible earnings and tax base limits, not to total gross receipts.
Allocating Shared Expenses, Interest and Exchange Differences
Income and expenses of exports, production and other activities should be tracked separately. Shared general expenses that cannot be directly separated are distributed with an appropriate allocation key; for depreciation, the extent to which an asset is used in each activity is taken into account. Changing the allocation key every year to whichever result gives the lowest tax cannot be defended as a sound method.
Exchange rate differences and interest arising from export or production receivables, and the return from investing money after collection, do not share the same link. The date until which the direct connection with the earnings lasted must be documented. Applying the export rate to all income from a foreign currency account would eliminate this distinction.
Why Is the Date of the Investment Incentive Certificate Decisive?
The reduced corporate tax under KVK Article 32/A is not the same system as a rate reduction. The contribution amount, contribution rate, tax reduction rate, investment period and usable amount are calculated together. Under the changes to periods and use introduced by Law No. 7555, the transitional distinction tied to the application and document dates is important. New rules must not be applied automatically to an old incentive certificate, nor the old unlimited-period approach to a new certificate.
Where separate calculation of earnings is not possible for an expansion investment (tevsi yatırım), the special apportionment of earnings; the position of the acquirer where an investment is transferred and the acquirer continues to benefit from the remaining right; and the extent to which the contribution amount has been used up in offsetting other tax debts are each assessed separately. These sub-topics require a separate calculation according to the company’s incentive certificate. The annual corporate tax rate, the provisional tax rate (geçici vergi) and withholding on payments (stopaj) are also separate concepts; all transactions cannot be resolved with the same set of percentages.
Decision Before Acting and the File to Prepare
Separate earnings by activity; document the distribution of shared expenses and financing income. Check the date of the investment incentive certificate and the period from which the change takes effect. After the normal corporate tax calculation, carry out the domestic minimum corporate tax comparison separately.
